LAKE ELMO CITY COUNCIL MINUTES <br />JANUARY 17, 2017 <br />STATEMENT (EIS) FOR THE ROYAL GOLF CLUB RESIDENTIAL DEVELOPMENT. <br />Motion passed 5 — 0. <br />ITEM 11: Roval Golf Como Plan Amendment <br />Planning Director Wensman reviewed the current zoning and MUSA areas and presented <br />proposed changes. Wensman reported that the Planning Commission had a split vote on the <br />matter and does not have a recommendation for the Council. <br />Bill Martinez, 2470 Lisbon Avenue North, stated opposition to the comp plan change to rezone <br />the area and add sewer. <br />Rolf Larson, 11720 Little Bluestein Court North, spoke in support of the Royal Golf Club <br />Development. <br />Shelly Wilk, 11253 14' Street North, asked the Council to remove Royal Golf Club from the <br />MUSA and guide it toward rural development. <br />Tim Mandel, 2479 Lisbon Avenue North, expressed concern regarding private amenities and the <br />cost to utilize the public amenities. <br />Ann Bucheck, 2301 Legion Avenue North, spoke in opposition of public sewer north of 10, <br />Street and outside the old village area. <br />Mayor Pearson noted that written comment letters on this matter were received by the Council. <br />Rick Packer, Royal Golf Club, presented the history of the project and revisions made to the plan <br />based on public concerns. Mr. Packer addressed DNR concerns and reviewed changes made in <br />the plan. The traffic study, buffers and benefits to the community were discussed. <br />Mayor Pearson, seconded by Councilmember Fliflet, moved TO ADOPT RESOL UTION <br />2017-008 APPROVING THE COMPREHENSIVE PLANAMENDMENTS TO GUIDE THE <br />FORMER 3M TARTANPARKPROPERTIES TO GOLF COURSE COMMUNITYAND TO <br />AMEND THE COMPREHENSIVE WASTE WATER MANAGEMENT PLAN TO EXPAND <br />THE MUSA OVER THE FORMER 3M TARTAN PARK PROPERTIES WITHAN <br />AMENDMENT TO ITEM 2 REFERENCE TO TABLE 3 B CHANGING THE PROPOSED <br />DENSITY TO 1.4 —1.65. Motion passed 5 — 0. <br />ITEM 12: Consultant for Comp Plan Update <br />City Planner Wensman reported that updates to the City's Comprehensive Plan are due to the <br />Met Council on December 31, 2018.
