LAKE ELMO CITY COUNCIL MINUTES <br />JANUARY 17, 2017 <br />Councilmember Bloyer, seconded by Councilmember Fliflet, moved TO APPROVE HIRING <br />SHC TO ASSIST THE CITYIN THE PREPARATION OF THE 2040 COMPREHENSIVE <br />PLAN UPDATE AND TO AUTHORIZE STAFF TO NEGOTIATE A CONTRACT. Motion <br />passed 5 — 0. <br />ITEM 13: Job Classification and Compensation Study Update <br />Tessia Melvin, David Drown & Associates, presented the Job Classification and Compensation <br />Study prepared for the City and reviewed recommendations. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO MOVE THREE <br />EMPLOYEES IDENTIFIED IN THE REPORT TO THE MARKET MINIMUM, <br />EFFECTIVE WITH THE CURRENT PAYROLL. Motion passed 3 — 2. (Fliflet, Lundgren — <br />nay) <br />ITEM 14: Pay Equity Report <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPROVE THE <br />PAYEQUITYREPORT. Motion passed 5 — 0. <br />ITEM 15: Administrator Compensation <br />Mayor Pearson reviewed discussion on the Administrator Compensation at the previous Council <br />Meeting. Councilmember Bloyer discussed bringing the Administrator's salary in line with other <br />cities. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO INCREASE THE <br />CITYADMINISTRATOR'S COMPENSATION TO $135,000 WITH TWO DAYS FLEX <br />SCHEDULE PER MONTH, RETROACTIVE TO JANUARY 16, 2017. <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO MOVE INTO <br />EXECUTIVE SESSION. Motion was ruled out of order; previous motion was still on the <br />table. <br />Motion passed 3 — 2. (Fliflet, Lundgren — nay) <br />ITEM 5: Accept December 2016 Fire Department Report <br />Chief Malmquist provided a brief update on a recent traffic accident involving a Fire Department <br />duty vehicle. <br />COUNCIL REPORTS <br />Mayor Pearson: No report. <br />Page 4 of 5 <br />
