CITY OF LAKE ELMO <br />CITY COUNCIL MINUTES <br />NOVEMBER 7, 2017 <br />CALL TO ORDER/PLEDGE OF ALLEGIANCE <br />Mayor Pearson called the meeting to order at 7:00 pm. <br />PRESENT: Mayor Mike Pearson and Councilmembers Julie Fliflet, Jill Lundgren and Christine <br />Nelson. ABSENT: Councilmember Bloyer. <br />Staff present: Administrator Handt, City Attorney Sonsalla, City Engineer Griffin, Planning <br />Director Becker, and City Clerk Johnson. <br />APPROVAL OF AGENDA <br />Item 2, "Approve Payment of Disbursements and Payroll"; Item 3, "Approve Job Description and <br />Authorize Advertising for Finance Director"; Item 12, "Approve US Solar Subscription"; and Item <br />14, "Approve Massage Therapy License Renewals" were moved from Consent to the Regular <br />Agenda. <br />Coun cilm em ber Lundgren, seconded by Mayor Pearson, moved TO APPROVE THE AGENDA <br />ASAMENDED. Motion passed 4 — 0. <br />ACCEPT MINUTES <br />Minutes of the October 17, 2017 Regular Meeting were tabled to the next meeting. <br />Virginia Pleban, 8245 59`h Street North, encouraged residents to attend a holiday fundraiser at <br />the historic courthouse in Stillwater November 17 — 19. <br />Bill & Ceil Wicker, 11079 351h Street North, stated concerns regarding storm water draining <br />from the Shiltgen Farms to their property and asked the Council to consider correcting drainage <br />in conjunction with development of the property. <br />Mary Ann Beers, 3235 Lake Elmo Avenue North, requested a public forum to discuss the <br />Shiltgen Farm proposal to build an equestrian center. <br />Frank Squadrito, 3570 Laverne Avenue North, encouraged the City to look at solutions for the <br />flooding at the Wicker's property. <br />
