LAKE ELMO CITY COUNCIL MINUTES <br />DECEMBER 5, 2017 <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO ADOPT <br />RESOLUTION 2017-112 DENYING A COMPRESENTIVE PLANAMENDMENT RE- <br />GUIDINGA PORTION OFPID 34.029.21.43.0003 FROM URBANMEDIUMDENSITY <br />RESIDENTIAL TO URBANHIGHDENSITYRESIDENT14L AS REQUESTED BY <br />CONTINENTAL 419 FUND LLC. Motion passed 5 — 0. <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO ADOPT <br />RESOLUTION 2017-113 DENYING THE PUD CONCEPT PLAN AS REQUESTED BY <br />CONTINENTAL 419 FUND LLC FOR PID# 34.029.21.43.0003. Motion passed 5-0. <br />ITEM 15: Public Hearing for 2018 General Fund Budget and 2018 Final Property Levy <br />Certification <br />Finance Director Swanson presented an overview of the proposed 2018 general fund budget and <br />property tax levy. <br />Councilmember Bloyer, seconded by Councilmember Lundgren, moved TO OPEN THE <br />PUBLIC HEARING. Motion passed 5 — 0. <br />Stuart Johnson, 3603 Lake Elmo Avenue North, noted that earlier in the meeting the Council <br />denied a proposed development that would have brought a lot of tax revenue to the City. <br />Janice Green, 9434 Stillwater Boulevard North, commented on high taxes on her property and <br />minimum lot requirements and limit her ability to subdivide it. <br />Barry Weeks, 3647 Lake Elmo Avenue North, commented on the denial of the Continental <br />Properties proposal that would have contributed property taxes and asked about the City's <br />current cost for legal fees. <br />Councilmember Bloyer, seconded by Councilmember Lundgren, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5-0. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT <br />RESOL UTION 2017-133 ADOPTING THE 2018 GENERAL FUND BUDGET AND <br />AUTHORIZING THE 2018 FINAL PROPERTY TAX LEVY. <br />Councilmember Fliflet, seconded by Councilmember Lundgren, moved TO AMEND THE <br />PRIMARYMOTION TO "ADOPT THE 2018 FINAL PROPERTY TAX LEVY WITHA 0% <br />INCREASE OVER 2017. " Motion failed 2 — 3. (Pearson, Bloyer, Lundgren — nay) <br />Primary motion passed 3 — 2.
