LAKE ELMO CITY COUNCIL MINUTES <br />DECEMBER 5, 2017 <br />No comments were received during the public hearing <br />Councilmember Bloyer, seconded by Councilmember Lundgren, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 5 β€” 0. <br />Councilmember Bloyer, seconded by Councilmember Lundgren, moved TO ADOPT <br />RESOLUTION 2017-134 ORDERING THE 2018 STREET IMPROVEMENTS AND THE <br />PREPARATION OF PLANS AND SPECIFICATIONS. Motion passed 5-0. <br />Councilmember Bloyer, seconded by Councilmember Lundgren, moved TO APPROVE A <br />PROFESSIONAL ENGINEERING DESIGNAND CONSTRUCTIONSUPPORT <br />SERVICES CONTRACT TO BOLTONAND MEN%IN THE NOT TO EXCEED AMOUNT <br />OF $59,961. Motion passed 5 β€” 0. <br />ITEM 14: Continental Properties Comprehensive Plan Amendment and Concept Plan <br />Planning Director Becker presented updates to the original staff presentation and presented <br />findings of fact from the Planning Commission. <br />Erik Hahn, Continental Properties, reported on supply and demand for rental properties and the <br />benefits of the proposed site for potential tenants. <br />Gwen Wheeler, Continental Properties, reviewed planned contributions to City infrastructure and <br />parkland contribution and reported on neighborhood meetings held. <br />Robert Tufty, 6365 Jasmine Avenue North, Grant, spoke in support of the development. <br />Jacob Hafdahl, 9562 Junco Road North, presented a video he prepared opposing the proposal. <br />Stuart Johnson, 3603 Lake Elmo Avenue, spoke about positive aspects of the proposal. <br />Stephany Laramy, 9918 7"' Street North, spoke in opposition of the plan. <br />Mike Kobe, 9616 Junco Road North, spoke in opposition of the proposed comp plan <br />amendments. <br />Councilmember Bloyer, seconded by Mayor Pearson, moved TO ADOPT RESOLUTION <br />2017-112 APPROVING A COMPRESENTIVE PLANAMENDMENT RE -GUIDING A <br />PORTION OF PID 34.029.21.43.0003 FROM URBANMEDIUMDENSITYRESIDENTIAL <br />TO URBANHIGHDENSITYRESIDENTIAL AS REQUESTED BY CONTINENTAL 419 <br />FUND LLC. Motion failed 3 β€” 2. (Fliflet, Lundgren β€”nay) <br />Councilmember Lundgren stated she doesn't feel the proposed development is a good fit for <br />Lake Elmo and added that the neighboring property owners oppose the proposal and single <br />family residential provides a greater tax benefit.
