LAKE ELMO CITY COUNCIL MINUTES <br />MAY 15, 2018 <br />12. Accept Improvements and Approve Security ReductionEastonVillage 1st Addition. <br />13. Approve County Cooperative Agreement Payment No. 3 for CSAH15/50th Street Traffic <br />Signal <br />14. Approve Royal Golf Security Reduction <br />15. Accept Resignation of Firefighter Paul Jorgenson <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO APPROVE THE <br />CONSENT AGENDA AS PRESENTED. Motion passed 4 -0. <br />ITEM 16: Old Village Phase 4 Street & Utility Improvements —Public Improvement and <br />Final Assessment Hearing <br />City Engineer Griffin presented the scope of the proposed improvements, project schedule, <br />proposed assessment amounts and park/trail improvements. <br />Councilmember Bloyer, seconded by Councilmember Lundgren, moved TO OPEN THE <br />PUBLIC HEARING ON PUBLIC IMPROVEMENT AND FINAL ASSESSMENTS. Motion <br />passed 4 — 0. <br />Susan Prokosh, 11240 32ud Street North, inquired about the number of SAC units assigned to her <br />duplex at 11223 32nd Street North. <br />John Schiltz, Lake Elmo Inn Event Center, 3712 Layton Avenue North, commented on reduction <br />of parking at the Event Center and questioned the increase in value the project would bring to his <br />property. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO CLOSE THE <br />PUBLIC HEARING. Motion passed 4 — 0. <br />Councilmember Bloyer, seconded by Councilmember Nelson, moved TO ADOPT <br />RESOL UTION 2018-049 ORDERING THE IMPROVEMENTS FOR THE OLD VILLAGE <br />PHASE 4 STREET, DRAINAGE AND UTILITY IMPR 0 VEMENTS. <br />Councilmember Lundgren, seconded by Councilmember Bloyer, moved TO AMEND THE <br />PRIMARYMOTION TO DIRECT STAFF TO REVISE THE PROJECT PLAN TO <br />INCLUDE RIGHT ANGLE PARKING ONLA YTONA VENUE AT THE LAKE ELMO <br />EVENT CENTER.
