LAI{E ELMO CITY COUNCIL MINUTES <br />JUNE 5, 2018 <br />ITEM 11: MS4 Program Public Meeting and Approval of Annual Report <br />Public Works Director Weldon presented the MS4 Annual Report. No public comments were <br />received. <br />Councilmember Fliflet, seconded by Councilmember Nelson, moved TO ACCEPT THE MS4 <br />ANNUAL REPORT FOR 20I7 AND AUTHORIZE STAFF TO SUBMIT THE REPORT TO <br />THE MPCA. Motion passed 3 — 0. <br />ITEM 12: National Night Out Event at Lions Park <br />Assistant City Administrator Foster presented a suggestion from a group of citizens for the City <br />to assist with an event at Lions Park for National Night Out. <br />Councilmember Fliflet, seconded by Mayor Pearson, moved TO APPROVE THE CITY <br />SPONSORSHIP OF THE CITYWIDE NATIONAL NIGHT OUT EVENT AT LIONS PARK _ <br />AND THE CLOSURE OF LAVERNE AVENUE FROM THE FIRE STATION NORTH TO <br />361 STREET FROM 5:30 PM TO 9:30 PM. <br />Mayor Pearson, seconded by Councilmember Nelson, moved TO LIMIT STAFF SUPPORT <br />FOR THE EVENT TO INSURANCE COVERAGE, SHERIFF DEPUTIES AND FIRE <br />DEPARTMENT. Motion passed 2 —1. (Fliflet — nay) <br />Primary motion passed 2 — 0 — 1. (Fliflet — present/not voting) <br />ITEM 13: 2040 Comprehensive Plan Draft for Adjacent Jurisdictional Review <br />Planning Director Becker reviewed the status of the draft 2040 Comprehensive Plan. <br />Information was also presented by Swanson Haskamp Consulting. <br />Mark Hogue spoke on behalf of Shiltgen Farms at 10880 Stillwater Blvd., commenting on <br />Shiltgen Farms planned marketing for sale. <br />Jim Ogren, 11790 Little Bluestein Ct. spoke on behalf of his homeowners association, <br />commenting on the change to remove the urban reserve designation. <br />Stefany Lorang, 9918 7 h Street N., commented on the land directly east of the Savona single <br />family homes, stating that the proposed mixed use business park alarms her. <br />Mayor Pearson, seconded by Councilmember Nelson, moved TO APPROVE THAT THE 2040 <br />UPDATE BE SUBMITTED FOR ADJACENT JURISDICTIONAL REVIEW. <br />Councilmember Fliflet, seconded by Mayor Pearson, moved TO REINTRODUCE URBAN <br />RESERVE AS WAS INCLUDED IN THE PREVIOUS DRAFT.
