STAFF REPORT <br /> <br />CITY COUNCIL <br />DATE: 3/21/2023 <br /> <br /> <br /> <br />TO: Lake Elmo City Council <br />FROM: Nathan Fuerst, Consulting Planner <br /> Jenni Faulkner, Consulting Planner <br />AGENDA ITEM: Wildflower Twinhomes, Preliminary Plat/Planned Unit Development <br /> <br /> <br />BACKGROUND: <br />Landucci Construction, Inc. (Nathan Landucci) is requesting Preliminary Plat and Planned Unit <br />Development (PUD) approval for a 30 unit twinhome residential development on approximately <br />5 acres of land north of the intersection of 39th St. N. and Stillwater Blvd. N. The development is <br />proposed as a PUD because the developer is requesting flexibility from the VMX zoning <br />regulations and the City’s Engineering Design Standards. <br /> <br />ISSUE BEFORE THE CITY COUNCIL: <br /> <br />The City Council is asked to review and make a determination on the Preliminary Plat and <br />Preliminary Planned Unit Development (PUD) request by Landucci Construction. <br />
