STAFF REPORT <br />DATE: April 4, 2023 <br /> REGULAR <br /> <br />AGENDA ITEM: Accept Bids and Award Contract for the Old Village Phase 7 Street and Utility <br />Improvements <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br /> <br />REVIEWED BY: Kristina Handt, City Administrator Marty Powers, Public Works Director <br /> Chad Isakson, Project Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council accept bids and award a contract for the Old <br />Village Phase 7 Street and Utility Improvements? <br /> <br />BACKGROUND: On February 21, 2023, the City Council approved the plans and specifications for the <br />Old Village Phase 7 Street and Utility Improvements and authorized staff to advertise the project for bids. <br />The improvements include the extension of sanitary sewer service, construction of a lift station, replacement <br />of existing watermain, and the reconstruction of Legion Avenue south of 30th Street with storm sewer <br />improvements. The Project was advertised on QuestCDN.com and in the Stillwater Gazette in accordance <br />with the Minnesota Competitive Bidding requirements. <br /> <br />PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on March 23, 2023. <br />The City received 3 bids for this project, with Minger Construction Company providing the lowest base bid <br />and combination of alternate bids. Full results can be viewed in the engineer’s letter of recommendation <br />attached. <br /> <br />The proposed sanitary sewer lift station was designed two different ways and bid as alternate line items to <br />determine actual costs for each option. The lift station design for Alternate A is a prefabricated fiberglass <br />structure with a concrete bottom while the lift station design for Alternate B is a city standard concrete wet <br />well and separate concrete valve vault. In order to complete the project the City Council must award the <br />Base Bid + Alternate A OR the Base Bid + Alternate B. <br /> <br />Contractor references for Minger Construction Company were reviewed and verified. The City Engineer <br />and the design engineer (SEH) are therefore recommending that the City award the contract to the lowest <br />responsible bidder, Minger Construction Company for the Base Bid + Alternate B (concrete lift station <br />structure) for a total amount contract amount of $2,296,658.75 as outlined in the attached letter. <br /> <br />As a part of this award staff is requesting Council to provide the City Administrator authorization to enter <br />into a material testing contract for the construction geotechnical work in the not-to-exceed amount of <br />$28,000. Staff is receiving proposals from Braun Intertec and AET, Inc. to complete the work and will <br />provide a recommendation on who to enter into contractor with to the City Administrator once a review is <br />complete. Additionally, staff is requesting Council to provide the City Administrator authorization to enter <br />into a construction services contract with SEH in the amount of $235,700 to provide construction staking, <br />construction observation, and technical support for the project. These fees are included in the total project <br />budget presented in the fiscal impact section. <br />
