STAFF REPORT <br />DATE: April 18, 2023 <br /> REGULAR <br /> <br />AGENDA ITEM: Accept Bids and Award Contract for the 2023 Street Improvements <br /> <br />SUBMITTED BY: Jack Griffin, City Engineer <br /> <br />REVIEWED BY: Kristina Handt, City Administrator <br /> Marty Powers, Public Works Director <br /> Mike Rusenovich, Project Engineer <br /> <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council accept bids and award a contract for the 2023 <br />Street Improvements project? <br /> <br />BACKGROUND: On March 7, 2023, the City Council approved the plans and specifications for the 2023 <br />Street Improvements project and authorized staff to advertise the project for bids. The Project was <br />advertised on QuestCDN.com and in the Stillwater Gazette in accordance with the Minnesota Competitive <br />Bidding requirements. The final design scope of improvements remains generally consistent with the <br />feasibility report that was approved by the City Council on October 18, 2022, as recommended for the street <br />and drainage improvements. <br /> <br />The project includes street and drainage improvements within the Tana Ridge neighborhood and the Fields <br />of St. Croix 2nd Addition, consisting of approximately 12,300 feet (2.3 miles) of local streets. The proposed <br />improvements include a full-depth reclamation of the existing pavement and aggregate base materials to a <br />depth of approximately 10 inches to provide a renewed recycled aggregate base to support a new bituminous <br />surface. The existing bituminous curb will be replaced with a combination of new B418 and new <br />surmountable concrete curb and gutter. The project will maintain the reconstructed street at or very near <br />the existing centerline and pavement widths to minimize the construction grading and drainage impacts to <br />adjacent properties. A short section in Tana Ridge is proposed to be widened slightly to maintain a <br />consistent road width through the neighborhood. There is also minor widening proposed to the separated <br />entrance lanes at the south entrance to Fields of St Croix 2nd. In both subdivision areas, the storm sewer <br />and drainage systems will be repaired to restore the original drainage function within each neighborhood <br />and storm sewer castings will be replaced. Hydrant nozzles will be replaced and new hydrant flags will be <br />installed as part of the project. <br /> <br />PROPOSAL DETAILS/ANALYSIS: Bids were received and opened electronically on April 6, 2023. The <br />city received 6 contractor bids for the project as presented on the attached Bid Summary and Bid Tab. <br />Miller Excavating, Inc. has provided the lowest responsible bid in the amount of $2,091,433.33. Contractor <br />references for Miller Excavating, Inc. were reviewed and verified. The City Engineer and the design <br />engineer (Bolton & Menk) are therefore recommending that the city award the contract to the lowest <br />responsible bidder, Miller Excavating, Inc., as outlined in the attached letter. <br /> <br />As a part of this contract award staff is requesting Council to provide the City Administrator the authority <br />to enter into a material testing contract for the project construction phase services for the project in the not- <br />to-exceed amount of $30,000. Staff will be receiving proposals from both Braun Intertec and AET. <br /> <br />FISCAL IMPACT: Approval of this resolution commits the council to enter into a construction contract <br />for the project.
