CITY OF LAI{Ei ELMO <br />WASHINGTON COUNTY <br />STATE OF MINNESOTA <br />RESOLUTION NO.2026-053 <br />RESOLUTIONAPPROVING THE LIMERICK VILLAGE PRELIMINAR Y PLA TAND <br />PLANNED UNIT DEVELOPMENT(PUD) <br />WHEREAS, the City of Lake Elmo is a municipal corporation organized and existing <br />under the laws of the State of Minnesota; and <br />WHEREAS, Maplewood Development, Inc. (the "Applicant") submitted an application <br />to the City of Lake Elmo for a preliminary plat and planned unit development (PUD) called <br />Limerick Village, for the property legally described on the attached Exhibit A (the "Property"), a <br />copy of the preliminary plat and PUD is on file in the City of Lake Elmo Community <br />Development Department; and <br />WHEREAS, the Lake Elmo Planning Commission held a public hearing on June 8, 2026 <br />to review and consider the preliminary plat and PUD application; and <br />WHEREAS, the Lake Elmo Planning Commission has submitted its report and <br />recommendation of approval of the preliminary plat and PUD to the City Council as part of a <br />staff report dated July 21, 2026; and <br />WHEREAS, the City Council considered the preliminary plat at its July 21, 2026, meeting <br />and hereby makes the following findings of fact: <br />1. The Preliminary PUD Plan is consistent with the intent of the 2040 Lake Elmo <br />Comprehensive Plan and the 2040 Land Use Map for this area. <br />2. The preliminary PUD Plan complies with the general intent of the Medium Density <br />Residential and High Density Residential zoning districts with PUD modifications. <br />3. The preliminary PUD Plan generally complies with the Lake Elmo Design Guidelines <br />and Standards Manual. <br />4. The preliminary plat generally complies with the City's Subdivision regulations. <br />5. The preliminary plat generally complies with the City's design standards. <br />6. The preliminary plat generally complies with the City's Zoning Code with the exceptions <br />provided for in the PUD. <br />7. The preliminary PUD Plan meets the minimum requirements for a PUD identified in <br />Section 105.12.1150 and Section 105.12.1130, Identified Objectives for PUDs, subp. b, c, <br />d, e, g, h, and i as follows: <br />b. Promotion of integrated land uses, allowing for a mixture of residential, <br />commercial, and public facilities. <br />
