MINUTES APPROVED: SEPTEMBER 18, 2001 <br />SPECIAL LAKE ELMO CITY COUNCIL MEETING <br />SEPTEMBER 11, 2001 <br />Mayor Hunt called the special meeting to order at 5:05 p.m. in the Council <br />chambers. PRESENT: Siedow, Dunn, Hunt, DeLapp (Departed at 6:40 <br />p.m.), Armstrong, Administrator Kueffner, City Planner Dillerud, City <br />Engineer Prew, and Finance Directors Berg and Banister. <br />1. AGENDA <br />M/S/P Dunn/Delapp - to approve the Special Council meeting agenda, as <br />approved. (Motion passed 4-0). <br />2. PLANNING. LAND USE & ZONING: <br />A. Preliminary Plat, PUD Plan Amendment and Site Plan - United <br />Properties/DaVern II <br />Planner Dillerud handed out a modified site plan, that was received on <br />Tuesday, 9-11-01, per the applicant's and staff understanding of the <br />Council's direction. <br />David Ficek, representing DaVern II, explained the only deviation in <br />exterior surfacing now proposed from all brick is the front gables. The <br />asphalt shingles have a 30 year life. The buildings are basically hidden by <br />High Point from the main thoroughfare. They didn't want to impact the <br />beauty of the Park. They've added a lot of vegetation around the pond. <br />Council member DeLapp pointed out the buildings do not follow our <br />standards that require all brick, stone and glass. They look like a house and <br />have wood framing. No metal siding should be permitted. Where the steel <br />siding is shown, it should be stucco. This is so different than the High Point <br />clinic. The buildings should be designed to look commercial, but this project <br />has come in looking like residential. If the buildings came in as all brick <br />with a metal seam roof and looked commercial, it would get his support. <br />Planner Dillerud responded there is no reference to standards in code for <br />roofing types, except that standing seam metal is permitted. <br />SPECIAL LAKE ELMO COUNCIL MEETING SEPTEMBER 11, 2001 <br />
