LAKE ELIMO CITY COUNCIL MEETING, OCTOBP,i?. 21, 1980 <br />Mayor Armstrong called the meeting to order at 5:03 p.m. <br />Councillors in attendance: Novak, Pott, Morgan, Mottaz (5:15) <br />AGENDA.: ADDITIONS — Metropolitan Open Space Plan <br />Armstrong moved, seconded by Morgan, to approve the agenda as amended.. <br />Motion carried ).�-0. Mottaz absent. <br />MINUTES: Correction - October 7, 1980 — Page 6, Odin Olson — the garage will be <br />2 ft. higher than the maximum 14 ft. to .....Motion corrected to read... <br />the garage to be 2 ft, higher than the maximum 14 ft..#.#. <br />Armstrong moved, seconded by Morgan, to approve the minutes of October 7, <br />1980, as amended. Motion carried 4-0. <br />CLAIMS: Additions — George Seigfried, Park Shelter — $$129$80.80. (10% of the <br />unpaid balance will be held for clean—up); and Christ Lutheran Church, <br />Saurkraut Dinner for the Council — $$33.75 <br />Pott moved, seconded by Armstrong, to approve Claims 80714 thru 80751, <br />including the two additions. Motion carried 11 0. <br />Administrator Whittaker will check the assessments for Irvin Court, <br />Beutel Pond, and Legion Pond for the next meeting, <br />BUILDING INSPECTOR'S REPORT: <br />.A. City Office Roof — Bids on the office roof will be ready October. 28. <br />The roof cannot be insulated because the roof supports will not bear the <br />load. The entire roof will have to be done, temporary tarring cannot be <br />done, The Council has scheduled a special meeting on October 28, to consider <br />the bids, (Note date change later in meeting.) <br />B, Park Shelter — Thkee minor items need to be completed: the heating <br />system, privacy shield for the menb restroom and clean—up. <br />NOVEMBXR 4, 1980 COUNCIL MEETING: Armstrong moved, seconded by Novak, to change <br />the November 4, 1980, meeting to Wednesday, November 5, 1980 at 6:30'P.m. <br />Motion carried 4-1. Pott opposed. He prefers a 7:30 meeting time. <br />The meeting was changed because of the election. <br />ADMINISTRATOR IS R11PORT: <br />A. Bids -Y Civil Defense Sirens — The City received one bid for MgWO, <br />for the Cimarron siren. The Administrator recommended rejecting the bid <br />and rebidding for Cimarron and Tri—Lakes on October 31. He does not feel. <br />the City should accept a bid that is more than 50% over the estimated <br />cost. <br />The Council discussed siren size and what was included in the original <br />estimate; Pott recommended the siren bid be a smaller horsepower unit. <br />The Council agreed., if this were possible. <br />Armstrong moved, seconded by Morgan, to reject all bids and rebid the <br />Civil Defense sirens for Cimarron and the Tri—Lakes. Motion carried 5-0. <br />B. Status Civil Defense — <br />1. Cimarron Meeting — The Administrator reported that the meeting <br />went well with Cimarron; but, only about 20 residents attended. <br />2. Civil Defense Director — Mayor Armstrong reviewed the Council's con— <br />versation with Reneta Paulson, the new Civil Defense Director. The <br />Council `agreed to pay expenses and mileage; but, indicated this is <br />a volunteer /paxt—time job with no reimbursement other than expenses, <br />The Council agreed that some short mileage trips be borne by the Director. <br />
