APPRO E LAKE ELMO SPECIAL CITY COUNCIL MEETING SEPTEMBER 8, 1988 Mayor Arlyn Christ called the Special Council meeting to order at 7:01 p.m. in the City Council chambers. Present: Christ, Johnson, Armstrong, Graves, Moe, City Engineer Bohrer and City Administrator Morrison. 1. Agenda M/S/P Graves/Moe - to approve the September 8, 1988 Special City Council meeting agenda as presented. (Motion carried 5-0). City Engineer Bohrer reviewed the 1988 MSA Improvements and the 1988 Bituminous Overlay Project. A cost summary on the overlay project and individual assessment rates were presented. 2. PUBLIC HEARING: Assessment Hearing, 1988 MSA Project 47th Street, from Keats Avenue to Kimbro Avenue Mayor Christ called the public hearing to order at 7:03 p.m. in the City Council chambers. Bob Johnson, 1.0323 47th St.N., commented he was happy with the road but questioned the difference in price because he had received a letter from Larry Bohrer which stated the assessment cost would be less than $500 and now the assessment is over $1000. Larry Bohrer responded that he was not aware of any letter that came from him stating an assessment rate of $500. In July the cost was given at $750-$1000/Lot. Mayor Christ closed the public hearing at 7:10 p.m. M/S/P Johnson/Graves -• to adopt Resolution No. 88-39 approving the 1988 MSA Improvements for 47th Street --Keats Avenue to Kimbro Avenue at a cost per lot of $1.,106.47. (Motion carried 5-0). 2. PUBLIC HEARING: Assessment Hearing; 1988 Bituminous Overlay Project A. HILLTOP Mayor Arlyn Christ opened up the public hearing at 7:13 p.m, in the City Council chambers, Larry Bohrer reported that the assessment rate for this project went down from $661.74/Lot to $553.03/Lot. There was no one to speak against the Hilltop assessments. M/S/P Johnson/Armstrong - to adopt Resolution 88-40 approving the 1988 Hilltop Avenue Bituminous Overlay Project assessment rate of $553.03/Lot. (Motion carried 5-0).
