ELMO CITY COUNCIL MINUTES <br />NOVEMBER 2.0, 1990 <br />Acting Mayor Williams called the City Council meeting to order at 7:02 <br />p.m. in the City Council chambers. Present: Williams, Hunt, <br />Armstrong, Graves (arrived 7:10 p.m.), City Engineer Bohrer and <br />Administrator. Kueffner. Absent: Dunn. <br />1. AGENDA <br />Add: F2. Update on Workshop in Limited Business District Ordinance, <br />11F. Letter from Oakdale on recently detached property <br />M/S/P Hunt/Armstrong - to approve the November 20, 1990 City Council <br />agenda as amended. (Motion carried 3-0). <br />2. MINUTES: November 8, 1990 <br />M/S/P Armstrong/Hunt - to approve the November 8, 1990 City Council <br />minutes as amended. (Motion carried 3-0). <br />3. CLAIMS <br />M/S/P Hunt/Armstrong - to approve the November 20, 1990 claims 094037 <br />thru #94112 as presented. (Motion carried 3-0). <br />4. REAPP REPORT <br />As the result of the Wednesday workshop, Todd Williams reported the <br />Request for Proposal for Public Relations Firm has been completed and <br />is ready for distribution. <br />5. Discussion with Washington County Sheriff, James Trudeau, <br />regarding Sheriff Department's policy on traffic laws in <br />Lake Elmo. <br />Sheriff Trudeau indicated he received a letter from Mr. Acr.ee <br />regarding his concern on traffic safety and noted he would be willing <br />to take any input they can get to make this City a better and safe <br />place to live. Trudeau stated. "we don't see an alarming speed problem <br />out there." Based on the two speed surveys taken on Lake Elmo Avenue <br />near 30th Street, he pointed out on both of these days the average <br />speed limit was 31.56 mph using unmarked vehicles. By the time you <br />come around the corner, whether the car is marked or unmarked, you are <br />already picked up by the radar. Trudeau said he thinks the state <br />results will match those of his own department. <br />Trudeau added, "I do believe a police officer should have discretion <br />whether to write a ticket. I think they need that discretion to do <br />ther job. I've let people go at 15 miles over the speed limit because <br />they were going to the hospital. Al]. these things have to be taken <br />into account". If they were to write tickets for 2 to 3 miles over <br />the speed limit, this chamber would not be large enough to hold all <br />the people complaining. <br />
