LAKE ELMO CITY COUNCIL MINUTES <br />DECEMBER 18, 1990 <br />aY <br />x: DRAFT <br />Mayor Dunn called. the City Council meeting to order at 7:04 p.m. in <br />the City Council chambers. Present: Dunn, Hunt, Williams, Armstrong, <br />City Engineer Larry Bohrer, Attorney Jerry Filla and Administrator <br />Kueffner. Absent: Councilman Graves. <br />1. AGENDA <br />Add: 9G. Update on meeting with Mary LaPlante, MnDOT <br />M/S/P Williams/Armstrong - to approve the December 18, 1990 City <br />Council agenda as amended. (Motion carried 4-0). <br />2. MINUTES: December 4, 1990 <br />M/S/P Williams/Aunt - to approve the December 4, 1990 City Council <br />minutes as presented. (Motion carried 4-0). <br />3. CLAIMS <br />M/S/P Armstrong/Hunt - to approve the December 18, 1990 Claims #94183 <br />thru #94249 as presented. (Motion carried 4-0). <br />4. REAPP REPORT <br />A. Recommendation on RFP'S from Public Relations Firm <br />Todd Williams reported REAPP has received the proposals from the <br />public relation firms. A committee will be reviewing these proposals <br />and will come back to the Council with a recommendation after the <br />first of the year. <br />C. Media Event in the Park <br />Todd Williams reported the children from Mrs. Oestrich's third grade <br />class decorated a fir tree with trash symbolizing our park is <br />threatened by a landfill. Many of the items placed on the tree could <br />be recycled. <br />5. PLANNING/LAND USE & ZONING: <br />A. Comp Plan Amendment: Elimination of "dip" in Section 3 <br />THe Planning Commission held a public hearing on 12/17/90 on the <br />petition submitted requesting an amendment to the Comp Plan. On a <br />vote of 6-3 the motion was passed to recommend that the City Council <br />deny the petitioners' request to amend the 1990 Lake Elmo <br />Comprehensive Plan, specifically their request to change the Future <br />Land Use Map designation of that portion in the southeast quarter of <br />Section 3 that is presently shown as RED to RAD based on the following <br />Findings of Fact. <br />
