MINUTES:APPROVED: 6-4-91 <br />MINUTES:ISSUED: 6-14-91 <br />LAKE ELMO CITY COUNCIL MINUTES <br />MAY 21, 1991 <br />Mayor Johnson called the City Council meeting to order at 8:02 <br />p.m. in the City Council chambers. Present: Mayor Johnson, Hunt, <br />Dick Johnson, Mottaz, Williams, City Attorney Jerry Filla, City <br />Engineer Tom Prew and City Administrator Kueffner. <br />1. AGENDA <br />Add: 5C. Fox Fire Manor -Intersection Configuration, 6. Watermain <br />Project. <br />M/S/P Hunt/Williams - to approve the May 21, 1991 City Council <br />agenda as amended. (Motion carried 5-0). <br />2. MINUTES: May 7, 1991 <br />M/S/P Hunt/Williams - to approve the May 7, 1991 City Council <br />minutes as amended. (Motion carried 4-1: Mottaz: Did not feel the <br />procedure for correcting the motion for approving the preliminary <br />plat for John Day was correct.) <br />3. CLAIMS <br />M/S/P Mottaz/Hunt - to approve the May 21, 1991 Claims #94807 thru <br />#94855 as presented. (Motion carried 5-0). <br />4. REAPP REPORT <br />Margaret Carlson reported the House and Senate voted on an <br />amendment to the Waste Management Act that would put a moratorium <br />on the present siting process. The moratorium is not complete <br />until August 1, 1992. At that time the legislative commission on <br />waste management can either repeal or reinstate the process. <br />Carlson requested the Council ask the City Administrator to draft <br />a letter to the firms of Colle & McVoy, Leonard, Street & Deina.rd, <br />November Group, and Clean Water Action Project, thanking them for <br />a great job done in being instrumental in stopping the process. <br />Margaret added, that the public relations firm recommended some <br />type of bill signing ceremony at the Regional Park. At that time, <br />she suggested launching the upgrading of the recycling program by <br />adding batteries to the collection program. <br />Councilman Williams reported that REAPP will have a meeting on the <br />first Sunday in June and will be receiving an official evaluation <br />of the bill from Ellen Sampson. <br />M/S/P Hunt/Williams - to request the City Administrator to send <br />letters to the organizations mentioned by Teddi Carlson thanking <br />them for their tireless efforts and compliment them on their work <br />that got us to where we are today. (Motion carried. 5-0). <br />
