^4?NUTES APPROVED; 10-6-92 <br />LAKE ELMO CITY COUNCIL/PLANNING COMMISSION <br />JOINT SPECIAL MEETING <br />SEPTEMBER 29, 1992 <br />Mayor Johnson called the joint meeting to order at 7:03 p.m. <br />in the city council chambers for the purpose of meeting with <br />United Properties to discuss development within the proposed <br />MUSA. CITY COUNCIL PRESENT: Hunt, Dick Johnson, Mayor <br />Johnson, Mottaz, Williams and Administrator Kueffner. <br />PLANNING COMMISSION PRESENT: John, Conlin, McLeod, Stevens, <br />Johnston, DeLapp. United Properties Representative: George <br />Burkards. <br />George Burkards explained he doesn't know who the company <br />is, but there is and there will be a reputable company <br />locating in the eastern suburbs of St. Paul. They (rep. of <br />company) have been seriously talking to the City of <br />Woodbury, but the site in the City of Lake Elmo has not been <br />excluded. <br />Planning Commission member, Ann Bucheck, was unable to <br />attend the meeting, but submitted the following questions to <br />be answered. Mr. Burkards responded to each question. <br />1. Is the "phantom developer" proposed uses, or other <br />developers in the area uses consistent with those proposed <br />by the planning commission? <br />They are a public service company, and it is an office use which is allowed under the <br />proposed Business Park Ordinance <br />2. What is the target date for any development? <br />They have to go through a due diligence period where they gather facts and determine <br />whether the city is ready, if site is ready and does it pass all environmental laws. If the <br />property would have been available the beginning of the year, the intent was to start some <br />process of construction in 1993. 1 don't see that happening until 1994. They have not given <br />me any indication of a timetable. <br />3. Who will be paying for the costs of the utilities needed <br />for the development? <br />They are willing to work with the city. Whether it would be the community installing the <br />utilities and assess it back to the benefitted propertyowners or some other means. They do <br />not expect the City of Lake Elmo to bring the utilities to the property and then they make the <br />decision to go ahead with the development. They are not interested in any public display of <br />charity and not interested in getting into a bartering dispute with another city. <br />
