MINUTES APPROVED: 5-18-93 <br />LAKE ELMO CITY COUNCIL MEETING <br />APRIL 27, 1993 <br />Mayor John called the council meeting to order at 5:00 p.m, <br />in the council chambers for the purpose of discussing the <br />annexation legislation and comments of the EAW. PRESENT: <br />John, Conlin, Johnston, Johnson, City Attorney Filla and <br />Administrator Kueffner. ABSENT: Mottaz <br />1. AGENDA <br />Add: 2. Discussion on the Jamie Olson litigation, 3. Water <br />skiing regulations on Lake Jane, 4A. Schedule a plan for the <br />MnDOT land, <br />M/S/P Conlin/Johnson - to approve the April 27, 1993 agenda <br />as amended. (Motion carried 3-0). <br />2. Discussion on the Jamie Olson pending litigation on a <br />sign along Highway I-94 <br />Wyn John indicated he has received phone calls from Jamie <br />Olson asking if there is any advantage to approach the new <br />city council regarding the sign on her property along I-94 <br />before she continues with the appeal process as advised by <br />her attorney. <br />Attorney Filla explained that the city has eliminated <br />advertising signs as a permissible use of land. She is a <br />legal non -conforming use and cannot expand. If Jamie Olson <br />comes back to the Council, the rules have changed since the <br />last time she was here. If the Council receives calls, they <br />are to explain this is in litigation and that you would <br />prefer that her attorney talk to the city attorney. <br />3. Water Skiing Regulations on Lake Jane <br />Wyn John was approached by Justin Bloyer, 8881 Jane Road N., <br />to sign a petition for placing buoys in Lake Jane so he <br />could have a slalom water ski course running straight <br />through the middle of Lake Jane. Bloyer had support from the <br />Washington County Sheriff Dept, and would probably approach <br />the council at the next council meeting requesting that this <br />be done. <br />4. Plan for MnDOT Property <br />The following discussion took place: <br />Mayor John and Council member Conlin asked if we can buy <br />( that land as a City if we have no particular aim in mind? <br />
