<br />dwelling units, rooming houses, rooming units, and premises in
<br />order to safeguard the health, safety, morals, and welfare of the
<br />public. The enforcing officer, or his designated representatives"
<br />shall be authorized to enter any dwelling, dwelling unit, multiple"
<br />dwel1ihg, rooming house, or premises at any reasonable time for
<br />the purpose of performing his duties under this ordinance. The
<br />owner, operator, or Occupant of every dwelling, multiple dwelling,
<br />dwelling unit, rooming unit or the person in charge thereof,. shall
<br />give the enforcement officer free access to such dwelling, multiple
<br />dwelling,: dwelling unit, rooming unit on which it is located at
<br />all reasonable times for the purpose of such inspection, examination

<br />shall refusc to consent ~o the inspection, the ccrtificate of
<br />registration shall be withheld in the case of new rpgistration
<br />applications or revoked in the case of renewals. If the occupant
