<br />. <br /> <br />. <br /> <br />. <br /> <br />33.01 <br /> <br />CHAPTER 33 <br /> <br />ENVIRONMENTAL QUALITY COMMISSION <br /> <br />33.01 Establishment. The Environmental Quality <br />Commission is hereby established. The Environmental Quality <br />commission is referred to herein as the "Commission". <br /> <br />33.02 Purnose. The Commission shall serve as an <br />Advisory Commission to the City Council and the Planning <br />Commission, and other Commissions or Task Forces on matters <br />relating to the city's environmental resources. The Commission <br />shall also stimulate interest in the proper use of and care for <br />the natural resources of the City of Mounds View by the residents <br />in the City. <br /> <br />33.03 <br /> <br />Comnosition. <br /> <br />Subdivision 1. Annointed Members. Terms of Office. <br />The Commission shall be composed of seven (7) equal voting <br />members appointed by the Mayor with the approval of the Council. <br />Members shall serve three year staggered terms, with terms <br />expiring December 31 of each year. At least two of these terms, <br />but not more than three terms shall expire each year. The <br />appointees shall be duly sworn and take office at the first <br />regular meeting of the Commission in the month of January each <br />year. Both original and successive appointees shall hold their <br />offices until their successors are appointed and qualified. <br /> <br />Subdivision 2. Desiqnated Members. In addition to <br />appointed membership, two non-voting members shall be designated <br />by the City council to serve as liaison to the Commission. The <br />term of the appointments shall ordinarily be for one year, except <br />that they will terminate with the office from which the non- <br />voting appointment is derived. <br /> <br />33.04 Qualification of Members. No person shall <br />be appointed with private or personal interest likely to conflict <br />with the general public interest. If any person appointed shall <br />find that his/her private or personal interests are involved in <br />any matter coming before the commission, he/she shall disqualify <br />him/herself from taking part in action on the matter; <br />alternatively, he/she may be disqualified by a two-thirds <br />majority vote of the Commissioners in attendance. <br /> <br />33.05 Compensation. Members of the Commission <br />shall serve without compensation. <br />
