ORDINANCE NO. 711 <br />• CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />AN ORDINANCE AMENDING MOUNDS VIEW CITY CODE SECTION <br />1102.02, PERTAINING TO DEFINITIONS, AND CREATING A NEW <br />CHAPTER 1118, PERTAINING TO OVERLAY ZONING DISTRICTS <br />IN THE CITY OF MOUNDS VIEW <br />WHEREAS, the city of Mounds View has no land use controls of zoning regulations or <br />requirements pertaining to pawnshops; and <br />WHEREAS, the City Council has directed the Mounds View Planning Commission to <br />conduct a study and review the issue of an overlay zoning district as it would pertain. to <br />pawnshops; and <br />WHEREAS, the Planning Commission has reviewed the potential geographical areas <br />potentially suitable for an overlay district with the intent of maintaining adequate separation <br />from residential and educational facilities as well as other potentially sensitive land uses; and <br />. WHEREAS, the Planning Commission has reviewed the possibility of including other <br />land uses, such as "adult" uses, tattoo and piercing shops, massage parlors, etc. within the <br />proposed overlay zoning district; and <br />WHEREAS, the Planning Commission recommended the adoption of an ordinance <br />establishing a Pawnshop Overlay District in the city of Mounds View to be located north of <br />Highway 10 at the southwest corner of Coral Sea Street and County Road J as identified in <br />Exhibit A; and <br />WHEREAS, the Planning Commission recommended that no other uses be included <br />within the Pawnshop Overlay District. <br />NOW THEREFORE, <br />THE CITY OF MOUNDS VIEW ORDAINS: <br />SECTION 1. AMENDMENT --SECTION 1102.02. Section 1102.02 of the Mounds View City <br />Code pertaining to zoning definitions is hereby amended by inserting the bold and double <br />nderlined language, to read as follows: <br />bd. 86. PAWNBROKER: (al Except as proved in paragraph (bl . "pawnbroker" <br />means a person engaged in whole or in part in the business of lending money on the <br />curity of pledged goods left in pawn. or in the business of purchasing tangible <br />. personal property to be left in pawn on the condition that it may be redeemed or <br />repurchased by the seller for a fixed arice within_a fixed period of time. <br />
