Resolution 6203 Groveland Park Shelter Building <br />Council Member Marty expressed concern with the high costs involved with this project and <br />asked whether it was really necessary at this time. <br />Public Works Director Lee explained that the temporary building that is there is in disrepair and <br />will need to be taken down. <br />MOTION/SECOND: Gunn/Quick. To Waive the Reading and Approve Resolution 6203, a <br />Resolution Authorizing the Preparation of a Site Plan, Construction Plans, Specifications, and <br />Consultant Selection for the Groveland Park Shelter Building Replacement Project. <br />Council Member Marty commented that he feels Council has the responsibility to carefully <br />review expenditures to determine whether they are really necessary and he is concerned that this <br />expenditure is not necessary at this time. He then expressed concern about using park dedication <br />funds and depleting the fund which could compromise future park projects. <br />Council Member Gunn indicated that she would like to pay for a well constructed building that <br />residents could safely use and enjoy. <br />Council Member Quick asked whether the City should be attempting to bring development to the <br />City that maximizes the taxes for the City based on previously made statements. <br />Council Member Stigney indicated that, philosophically, he agrees with Council Member Marty. <br />He then asked whether Park and Recreation have the funds in their budget or whether it would <br />come out of the general fund. <br />Public Works Director Lee indicated that the funds would be coming out of the general fund. <br />Council Member Stigney asked whether a long term analysis was done on the cost of <br />maintenance for this building. <br />Public Works Director Lee indicated that a study was done by the Commission with public input <br />and this was identified as a parks need. He then said that future maintenance would cost less <br />than what is currently being expended yearly to patch up and keep the old building running. <br />Ayes - 4 <br />Nays - 1(Marty) Motion carried. <br />D. Resolution 6231, a Resolution Approving a Step Increase for David Parker <br />r~ <br />~~ <br />Council Member Stigney requested that the Resolution be read and noted there were semantic <br />changes that needed to be made. <br />City Administrator Ulrich provided an amended Resolution 6231 and read it for Council. <br />
