Mounds View City Council April 9, 2007 <br />Regular Meeting Page 6 <br />Planner Heller noted that the party wall agreement needs to be updated and that has been added • <br />as a condition of approval. <br />Planner Heller reviewed the conditional use permit request with Council. She then noted that the <br />use will not change with this request other than the addition of the two pumps. <br />Mayor Marty opened the public hearing. <br />Hearing no public comments, Mayor Mariy closed the public hearing, <br />Council Member Flaheriy said that one thing he was looking for was any feedback from the <br />neighborhood but it seems that everyone in the area is okay with the request. He then said that <br />there is no growth in buildings but, adding the other pumps, there is only 10 feet from the <br />building to the pumps and he is wondering if there is enough room on the site for this. <br />Tom Manke, part owner of The Station, said that the garbage and paper recycling is in that corner <br />and that will be relocated and that will open up the turning radius in that area to allow room for <br />vehicles to get through. <br />Mayor Marty asked if the counter should be moved over so that the person working there would <br />be able to see the pumps to avoid drive offs. <br />Mr. Manke indicated that the register in that area is not used very often so they have discussed • <br />having two clerks on to avoid issues with drive offs. He then said that they have not had the <br />issues with drive offs that other stores have had. <br />Council Member 5tigney asked if the owners intend to ask for any City subsidies or loans for <br />their business. <br />Planner Heller responded that they requested funding via the business improvement partnership <br />program part of the process. <br />Council Member Flaherly asked whether the lighting would affect any one or cause issues. <br />Mr. Manke said that they will be increasing lighting but 8 will be spots to shine on the dispenser <br />and the other 12 will flood underneath the canopy. <br />Council Member Mueller said that she would like to see park dedication fees apply on this <br />project. <br />Mayor Marty indicated he would like to see park dedication fees on this project as well. He then <br />said that he would like to adjust the property line to allow for a five-foot easement around the <br />north end of Fedor's Market. • <br />
