Mounds View City Council Jane 25, 2007
Regular Meeting Page 10
1 Community Development Director Ericson indicated that Staff has notified the tenants that if •
2 they park in the yard they will be cited.
3
4 Council Member Stigney indicated that he would like a list of violations and a breakdown of the
5 ones that have been cited and paid and those that are still outstanding.
6
7 Council Member Hull said that he would like to know whether the actual owner has been
8 contacted.
9
lo Community Development Director Ericson indicated that Staff does not have their contact
11 information but Staff will research how to get in contact with them. He then said that the owners
12 may not be able to attend a mediation session but they will be invited and encouraged to attend.
13
14 Council Member Stigney said that he is curious as to why there are so many vehicles at the
15 location since Staff has explained that there can be two borders at the location.
16
17 Director Ericson said that Staff wi11 attempt to monitor the location and determine, as best as
18 possible, who is living at the location.
19
20 Council Member Flaherty said that this seems like it would be a good service. He then said that
21 there was someone who came to a meeting and suggested that neighbors talk to each other and
22 this would be a way to assist them with talking to each other.
23 •
24 Council Member Flaherty said that the cost for the services seems ambiguous and he would like
25 to clarify the amounts.
26
2~ David Jahnke said that he does not think that when this type of thing is going on that they will sit
28 down and discuss it. But, if they do, then he would be worried there would be retaliation.
29
30 Council Member Hull said that he does feel that this can work in some neighborhoods.
31
32 MOTION/SECOND: Marty/Hull. To Waive the Reading and Approve Resolution 7102,
33 Authorizing Use of Neighborhood Dispute Services.
34
35 Council Member Mueller said that in other cities there is a fee to rent the building and that
36 includes a yearly inspection. She then said that she is disappointed that the permit to rent the
37 properly was limited to multifamily residences and did not include single family residences.
38
39 Council Member Mueller said that she could not support this for this particular instance but, she
4o does think that to free up officer time, she would like to utilize this service for other
41 neighborhood disputes. She then said that she does not think that it would work with this
42 situation because she does not think that they will come to the table to discuss it.
43
44 Community Development Director Ericson explained that the people renting the home are not •
45 related to the property owner.
