Mounds View City Council June 25, 2007 <br />Regular Meeting Page 13 <br />• 1 <br />2 City Attorney Riggs indicated that the City needs to be cautious as to how an employee may <br />3 interpret something that was said and/or the issue of limiting anyone's First Amendment right to <br />4 free speech. <br />5 <br />6 Ayes - 4 Nays - 1(Marty) The Amendment to the Motion was approved. <br />7 <br />8 <br />9 Ayes - 5 Nays - 0 The Amended Motion carried. <br />10 <br />~ ~ 8. CONSENT AGENDA <br />12 <br />13 A. Licenses for Approval <br />14 B. Resolution 7104, Approving Revision to Code Enforcement Standard <br />15 Operating Guideline OS-OS, Inspection of Vacant Buildings <br />16 C. Resolution 7106, Amending the 2007 Cable Fund and Special Projects Fund <br />17 Budgets and Authorizing Transfer of Funds <br />Council Member Mueller requested that Item C be removed for discussion. <br />MOTION/SECOND: Mueller/Stigney To Approve Consent Agenda Items 8A and 8B as <br />presented. <br />Ayes - 5 Nays - 0 Motion carried. <br />C. Resolution 7106, Amending the 2007 Cable Fund and Special Projects Fund <br />Budgets and Authorizing Transfer of Funds <br />Council Member Mueller said that she does not like fund transfers as the funds should be used <br />for what they were collected for. She then said, for the record, the Council needs to weigh these <br />decisions and not take fund transfers lightly. <br />Mayor Marty said that he was under the impression that the City had already done this because it <br />was discussed by the Council. He then explained that this was $12,563 for a special roof <br />mounted air conditioner for the cable room to keep the cable equipment cool and it was <br />determined at that time that, since this was a cable necessity, the City would charge that to the <br />Cable Fund. He then said that he just recently discovered that Council had not taken action to do <br />so. <br />MOTION/SECOND: Marty/Mueller. To Waive the Reading and Approve Resolution 7106, <br />Amending <br />• 43 <br />44 <br />45 9. <br />Ayes - 5 <br />Nays - 0 Motion carried. <br />JUST AND CORRECT CLAIMS <br />
