Mounds View City Council June 25, 2007 <br />Regular Meeting Page 7 <br />City Administrator Ulrich said that she does not have any direct financial gain from this so it <br />would not be a conflict. <br />Ayes - 5 <br />Nays - 0 <br />Motion carried. <br />E. Second Reading and Adoption of Ordinance 791, an Ordinance Adopting the <br />Five Year Financial Plan <br />Finance Director Beer explained that the Five Year Financial Plan is a tool that can be used by <br />the City and it is required by the Charter. <br />MOTION/SECOND: Mueller/Hull. To Waive the Reading, and Adopt Ordinance 791, an <br />Ordinance Adopting the Five Year Financial PIan and Approve Ordinance Suminary. <br />ROLL CALL: Marty/Stigney/Flaherty/Hull/Muelier <br />Ayes - 5 <br />Nays - 0 <br />Motion carried. <br />F. Resolution 7100, Approving the Final Plat for the Subdivision of 8360 Long <br />Lake Road <br />Planner Heller reviewed the subdivision of 8360 Long Lake Road. This is a 1.5 acre parcel <br />proposed to be split into three lots of half an acre in size. This is zoned Rl and it would continue <br />to be zoned Rl. <br />Planner Heller indicated that the subdivision is consistent with the Comprehensive Plan, there are <br />no wetlands on the property, and the local water management plan primarily indicates drainage <br />areas and building pad locations. She also indicated that easements are in place and existing <br />easements should not affect what new property owners would want to do. <br />32 Planner Heller indicated that the only difference in the Final Plat is that the title company found a <br />33 10 foot easement to NSP from 1975 that overlaps the 45 foot drainage easement but it is far <br />34 enough back and will be left in place. <br />35 <br />36 Planner Heller indicated that all three lots front Long Lake Road. A park dedication fee wi11 be <br />37 based on 2/3 of the land value as there is one existing home on the lot. The amount has been <br />38 communicated to the Applicant and will need to be paid prior to signing off on the Final Plat. <br />39 <br />40 Planner Heller explained that sewer pipes were installed fairly deep and there will need to be an <br />41 agreement among the three property owners and they will probably have to share a sewer <br />42 connection and public works is aware of if and will work with the new property owners. <br />43 <br />• 44 Council Member Flaherty asked if the other two lots are sold. <br />45 <br />
