He then reviewed the repointing of the position by <br />Laumeyer and Associates with Council. <br />MOTION/SECOND: Flaherty/Mueller. To Approve Resolution 7195, Reclassifying the <br />Assistant to the City C1erk/Administrator Position to Assistant City Clerk/Administrator. <br />Council Member Mueller indicated that if the Assistant City Administrator position becomes <br />vacant at some time in the future, the City would most likely replace with the Assistant to the <br />City Administrator position, but she does support this at this time. <br />Ayes - 5 Nays - 0 Motion carried. <br />I. Introduction and First Reading of Ordinance 801 Amending Title 1000, <br />Chapter 1008 of the Mounds View City Code Regarding Requirements for <br />Signs And Billboards <br />Attorney Riggs explained that the moratorium expires in February of 2008. He then provided an <br />overview of the Ordinance for the Council. This Ordinance would allow the City to control the <br />types of signage at this time. The Ordinance can be changed at any time that the City determines <br />it to be necessary to do so. <br />• Council Member Mueller asked how the sign in Walgreen's and the City Ha11 sign would be <br />affected by the Ordinance. <br />Attorney Riggs indicated that they would be nonconforming uses. This would apply uniformly to <br />any sign in the community, and one step could be to allow those types of signs. The cities have <br />determined, by study, that the larger signs are distracting to drivers. <br />City Attorney Riggs indicated that this is a very good first step to handle issues that the City is <br />already dealing with, and amendments can be made in the future, when necessary. <br />MOTION/SECOND: Mueller/Stigney. To Waive the Reading and Introduce the First Reading <br />of Ordinance 801, an Ordinance Amending Title 1000, Chapter 1008 of the Mounds View Ciiy <br />Code Regarding Requirements for Signs And Billboards. <br />Rich Sonterre, representing C1earChannel Outdoor, indicated that he was surprised to find that <br />this was on the Agenda tonight. He then said that he is here to gather information and express <br />disappointment with the communication that they were not made aware, of this so that they could <br />be present to address the issues. <br />Attorney Riggs indicated that some information was delivered to the City, and that can be <br />reviewed, but some of the information has been promised and has not appeared. He then said <br />• that the time has come where the City has to do something, and discussions should have begun <br />long ago. <br />
