24 <br />RULE 9. Every motion except to adjourn, postpone, reconsider, commit, lay <br />on the table, or for the previous questions, shall be reduced to writinE if the <br />Chair or any member requires it; when made and seconded, it shall be stated by the <br />Chairman or being written shall be read by the Clerk, and may be withdrawn before <br />decision or amendment, or any disposition thereof has been made, or a vote taken <br />thereon. <br />RULE 10. All resolutions and Ordinances shall be in writing. <br />RULE 11. <br />When a question is under debate no motion shall be entertained, unless <br />to lay on the ta111e, to act on the previous question, to postpone, to commit, or to <br />amend, which several motions shall precedence in the order in which they are named, <br />and the first two shall be decided without debate. <br />RULE 12. Any question shall be divided at the <br />same will admit thereof. <br />RULE 13. When a question is put by the Chair, <br />request of any member when <br />every member present shall <br />the <br />vote <br />Yea or Nay when the roll is called. A member may abstain from voting, if the <br />majority of the Council concur with his request for abstention. The roll call shall <br />be recorded in the minutes of the meeting. <br />RULE 14. All questions shall be put in the order in which they are moved, except <br />in case of privileged questions. <br />RULE 15. The previous question shall be put in these words: "Shall the main <br />questions now be put It shall be admitted on demand of any two members, and until <br />decided shall preclude all amendments and debate of the main question. <br />RULE 16. All committees including standing committees shall be appointed by <br />the Chairman. <br />RULE 17. All standing committees shall consist of one or more members of the <br />Council, and, if desired, one or more citizens of the village. The Mayor shall name <br />the chairman of the commit'-e when committee is appointed. The standing committees <br />shall be appointed at the first business meeting of the year.
