27 <br />the plainly expressed intent and desire of the Council. Informal compliance and <br />substantial performance shall be sufficient under the foregoing rules in the <br />absence of objection seasonably taken. Objection is hereby declared not to Lave <br />been seasonably taken as to procedural matters provided for herein if a Council <br />member present at a meeting fails to object during the meeting and request <br />compliance with these rules, and such objection shall not be seasonably taken by an <br />absent member later than the next regular meeting after t?'e proceedings to which <br />objection is made. <br />RULE 27. The Council may at any time by a majority vote of those present, <br />adjourn from time to time to a specific date and hour whether or not a quorum is <br />present. <br />RULE 28. Specirl meetings may be called by the Mayor or any two members in <br />writing, filed with the Clerk at least three days prior to the time specified for <br />such meeting. The Clerk shall mail a notice at least two days before the meeting <br />to all members of the time and plane of the meeting and its purpose, if the <br />purpose be stated in the call filed with him. The Clerk shall prepare and file <br />in his office an affidavit by him showing mailing of such notices in the manner <br />herein prescribed. <br />RULE 29. Special meetings may be held without notice when all members are <br />present and take part in the meeting or consent in writing to hold such special <br />meeting without other notice. Such written consent shall be filed with the <br />Clerk prior to the commencement of the meeting for the transaction of any business <br />that may come before it. <br />RULE 30. Minutes of the meeting shall be kept by the Clerk or his or her <br />Deputy. They shall be signed by the Clerk, and shall constitute an Official record <br />of the Council proceedings. Upon approval of the minutes at a subsequent meeting <br />of the Council, the Mayor shall sign the minutes. Lack of the Mayor's signature <br />or the Ccancil's approval shall not invalidate such minutes as o fficial records. <br />RULE 31.
