30 <br />RESOLUTION 17 <br />RESOLUTION ECTABLISHING THE DUTIES OF TIIE POLICE <br />DEPARTMENT AND ITS OFFICERS. <br />Whereas, It appears to the Village Council of the Village of Mounds View that <br />there are no duties set forth for the Officers in the Police Department. <br />NOW THEREFORE, BE IT RESOLVED, by the Village Council of the Village of Mounds <br />View that the duties described as follows, to -wit: <br />POLICE CHIEF <br />STATEMENT OF DUTIES: To have chief administrative responsibility for the <br />maintenance of order, the enforcement of laws and ordinances, the prevention <br />of crime and the protection of life and property in the Village of Mounds <br />View, to direct and coordinate all activites of the Police Department. <br />EXAMPLES OF WORK: <br />1. Review the acts and reports of subordinate officers; <br />2. Submit reports to the Village Council; <br />3. Make personal inspection of police beats; <br />4. Make assignments of Officers; <br />5. Confer with other officers of the Village on law enforcement matters; <br />6. Assist in the selection of new members for the police force, and in <br />the training and promotion of the police personnel; <br />7. Analyze crime and police conditions and plan prevention work; <br />8. Explain the functions of the police department to the public; <br />9. Maintain contacts with other Police departments and with professional <br />police organizations. <br />He should also have some specialized knowledges, abilities and skills as <br />follows: <br />Social and general intelligence; a high degree of leadership; tact; good <br />character; medical and physical fitness; ability to treat the public with <br />courtesy and w':zn the occasion demands, with firmness; ability to organize the <br />department for tl'e effective performance of its functions; ability to plan and <br />
