31 <br />maintain a steady flow of work through the department; ability to delegate details <br />to subordinate officers yet supervise and control their operations; ability to <br />secure and hold their confidence; ability to coordinate the work of all divisions of <br />the department; ability to secure the confidence of the public in the fairness and <br />effectiveness of performance of police functions; fundamental knowledge of polite <br />problems and procedures; familiarity with current developments in the field of <br />police administration; ability to maintain cooperative relations with other city and <br />village departments; ability to issue intelligible directions anc. orders and secure <br />their execution; ability to exercise good judgment in matters pertaining to the <br />personnel of the department. In case there are no officers of a rank above a <br />patrolman, the Chief will assume their duties. <br />POLICE CAPTAIN OR LIEUTEINANT <br />STATEMIT OF DUTIES: Under the direction of the Chief of Police to assist in <br />the administration of the Police Department during an assigned period. <br />EXAMPLES OF WORK: <br />1. Inspect and supervise the property, buildings, and personnel of the Police <br />Department. <br />2. Direct the work and discipline of members of the Police force; <br />3. Make assignments, and follow up and review the work of all subordinate <br />officers; <br />4. Assure proper reporting; <br />5. Make all necessary inspections; <br />6. Keep records and make reports to the Police Chief: <br />7. Bt in complete charge in the absence of the Police Chief. <br />He should also have come specialized knowledges, abilities and skills as follows: <br />A high degree of social and general intelligence; medical, mental and physical <br />fitness; fundamental knowledge of police science, problems, methods and administration; <br />knowledge of modern techniques of criminal investigation and identification; knowledge <br />of the principles of traffic control; ability to lead and have the respect of fellow <br />
