the governing bod;: of each village being its Village Council,and of ,Ach city, <br />its City Council. That the lands and areas of each of said municipalities are <br />adjacent to c_:e another, and have a total population within the district as <br />proposed of 57,547 persona according to the last <br />United States Government census thereof. <br />SEC. 3 That the name proposed for the district is: tti: NORTH SUBURBAN <br />SANITARY SEWER DISTRICT. <br />SEC. 4: That the lands and areas to be included in the proposed district and <br />the unit of government for each are: All of the lands and areas <br />lying and being within the territorial limits of each of the Villages of <br />Brooklyn Park, Blaine, Mounds View and Spring Lake Park,the unit of government <br />for each of which is the respective Village; and, also, all of the lands and <br />areas lying and being within the territorial limits of each of the Cities of <br />Coon Rapids and Fridley, the unit of government for each of which ie the <br />respective City. <br />SEC. 5: That by virtue of location, topography, soil content, governmental <br />structure and rapid growth, to carry out with due speed and in a <br />timely manner a policy of sanitation and water pollution prevention upon sound <br />scientific principles in each of said municipalities, for the protection of <br />public health, safety and general welfare, and to authorize for such purposes <br />a system of sanitary sewage collection, treatment and disposal, there is <br />necessary to be created within such area as an agency of the state a sanitary <br />sewer district, which district,when created,can efficiently, effectively and <br />with timely and feasible means meet within the area of each of said municipal- <br />ities the urgent and immediate needs for sewage collection, treatment and <br />disposal; and which district, when established, and its benefits can serve <br />also to the use and needs of other municipalities contiguous or adjacent <br />thereto. <br />SEC. 6: That this resolution is passed and adopted by the Council of each <br />municipality (passing and adopting the same) as the unit governing <br />body of all lands and areas lying within the territorial limits of such municip- <br />ality the same as if ouch lands and areas were fully set forth and described <br />herein. <br />
