follows: <br />RESOLUTION NO. 420 <br />VILLAGE OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION COVERING PUBLIC WORKS MAINTENANCE <br />EMPLOYEES IN THE MAINTENANCE DEPARTMENT OF THE <br />VILLAGE OF MOUNDS VIEW FOR THE YEAR 1969 <br />The following resolution was moved by Member Rusted as <br />ARTICLE I <br />Seniority <br />Section 1. A policy of Seniority shall be formulated that will <br />give permanent employees with longer periods of service an opportunity for <br />promotion and also give all employees a feeling of security. <br />Section 2. New employees shall be on a six -month probationary period. <br />Section 3. There shall be a seniority list established which shall <br />include the Maintenance Department based on their original date of hire. <br />Section 4. In the event of lay off due to lack of work, permanent <br />employees with the least seniority shall be the first to be laid off, and in <br />the event of rehire the last employee laid off shall be the first to be rehired. <br />Section 5. In the event of a job opening, the job shall be <br />announced by bulletin and the oldest permanent qualifying employee shall be given <br />first opportunity to step up for promotion. <br />Section 6. Permanent employees shall not be reduced in pay scale <br />when assigned work of a lower classification. Employees performing work of a <br />higher pay classification shall receive the wage scale prevailing for the higher <br />classification according to Article VIII, Section 3. <br />Section 7. No permanent employee shall be laid off out of turn on <br />the seniority list. <br />Section R. In the event of discharge, the employee or his <br />representative shall be entitled to a hearing before the Village Council. This <br />hearing shall take place within fifteen (15) calendar days of discharge date <br />upon the request of the employee or his representative. If it is then determined <br />that the employee has been unjustly discharged, he shall be reinstated at once <br />and all wages and other benefits lost during his time off shall be credited to him., <br />
