RESOLUTION NO. 475 <br />VILLAGE OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION COVERING PUBLIC WORKS MAINTENANCE EMPLOYEES <br />IN THE MAINTENANCE DEPARTMENT or THE VILLAGE OF MOUNDS VIEW <br />FOR THE YEAR 1970. <br />The following resolution was moved by Member <br />as follows: <br />ARTICLE I <br />Seniority <br />Nelsen <br />Section 1. A policy of Seniority shall be formulated that will give <br />permanent employees with longer periods of service an opportunity for <br />promotion and also give all employees a feeling of security. <br />Section 2. New employees shall be on a six -month probationary period. <br />Section 3. There shall be a seniority list established which shall in- <br />:lude the Maintenance Department based on their original date of hire. <br />Section 4. In the event of lay off due to lack of work, permanent em- <br />ployees with the least seniority shall be the first to be laid off, and <br />in the event of rehire, the last employee laid off shall be the first <br />to be rehired. <br />Section 5. In the event of a job opening, the job shall be announced by <br />bulletin and the oldest permanent qualifying employee shall be given <br />first opportunity to step up for promotion. <br />Section 6. Permanent employees shall not be reduced in pay scale when <br />assigned work of a lower classification. Employees performing work of <br />a higher pay classification shall receive the wage scale prevailing for <br />the higher classification according to Article VIII, Section 3. <br />Section 7. No permanent employee shall be laid off out of turn on the <br />seniority list. <br />Section 8. In the event of discharge, the employee or his representa- <br />tive shall be entitled to a hearing before the Village Council. This <br />hearing shall take place within fifteen (15) calendar days of discharge <br />date upon the request of the employee or his representative. If it is <br />then determined that the employee has been unjustly discharged, he shall <br />be reinstated at once and all wages and other benefits lost during his <br />time off shall be credited to him. <br />ARTICLE II <br />Sick Leave <br />Section 1. All permanent employees shall be credited with one (1) day <br />of sick leave for each month worked. Sick leave shall be accumulative <br />to a maximum of one hundred (100) days. Sick leave will be granted for <br />actual sickness, temporary physical disability, serious illness or death <br />in the immediate family or quarantine. The Village Council, at their <br />discretion, may require a Doctor's Certificate showing the nature of any <br />injury or illness. <br />Section 2. When an employee has accumulated the maximum sick leave (100 <br />days), he shall then receive an additional one (1) day per month banked <br />sick leave the banked sick leave to be used only when his regular sick <br />leave accumulation has been exhausted; also, the banked sick leave will <br />not be used in cclrputirg severance pay. <br />
