RESOLUTION 7716 <br /> CITY OF MOUNDS VIEW <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION REVISING THE INTRODUCTION SECTION AND SECTIONS 1.05 <br /> AND 1.37 OF THE CITY OF MOUNDS VIEW PERSONNEL MANUAL <br /> WHEREAS, the League of Minnesota Cities has suggested that the City of Mounds <br /> View add "disclaiming" language to its Personnel Manual which would assert three points: <br /> 1. The City Council retains the right and discretion to modify the Personnel <br /> Manual as it may see fit and without any notice, <br /> 2. The City Council retains responsibility for any necessary interpretation of <br /> any policy or provision therein, and <br /> 3. Nothing in the Personnel Manual should be construed to be a contract. <br /> WHEREAS, the City Council has been made aware of an inconsistency between <br /> Section 1.05 and Section 1.37 or the Personnel Manual regarding probationary employees; <br /> and, <br /> WHEREAS, the City Council has been made aware of an inconsistency between <br /> Section 1.05 of the Personnel Manual and Section 106.03, Subd lb(9) of the City Code <br /> regarding terminations. <br /> NOW, THEREFORE BE IT RESOLVED, that the Mounds View City Council <br /> approves the following revision to the introductory passage of the Mounds View Personnel <br /> Manual, as follows: <br /> The City reserves the right, at its discretion, to change or terminate any <br /> provision of this handbook or to add new provisions at any time without prior <br /> notification. Responsibility for final interpretation of any specific issues <br /> as thev relate to policies, procedures, and benefits lies with City <br /> Council. Suggestions you have for changes in the City's personnel policies <br /> are welcome and should be submitted in writing to the City Administrator. If, <br /> and whenever, information in this packet conflicts with a union contract, the <br /> union contract shall override the packet information. This Personnel Manual <br /> itself is not an employment contract, and nothing herein should be <br /> construed as such. <br />
