42 <br />A special meeting of the Village Council of the Village of Mounds View was <br />called to order by Mayor Gibson at 9:08 P.M. on December 16, 1958, at the Village <br />Hall, 1450 W. Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Martha Irvine <br />Trustees: John L. Sullivan <br />Reuben G. Achterkirch <br />Ingram C. Rustad <br />and the following were also present: <br />December 16, 1958 <br />Deputy Clerk: Mary Jean Milbrandt <br />Legal Counsel: Richard Meyers <br />1. Mr. Krone and Mr. Bengston representing the hospital survey committee were <br />informed that the Council was unanimously against a hospital survey at this time. <br />2. The minutes of the December 3rd meeting were read. The minutes were corrected <br />with regard to the division of lots as requested by Mr. Gustafson to read as follows: <br />No. `2. Lot 138 except the W 131'. Motion by Sullivan seconded by Achterkirch to <br />approve minutes as amended. <br />3. The Clerk was instructed to request the Board of County Commissioners to write <br />a letter explaining the error in the mileage allowed Mounds View for the Village <br />apportionment from the County Road and Bridge Fund. <br />4. Motion by Irvine, seconded by Rustad to have the attorney draw up an agreement <br />with the St. Paul Water Department with regard to their property at Haugen's Addition. <br />5. James Mahoney instructed to proceed drawing up bonds for the Clerk, Deputy <br />Clerk and Justice of Peace in the same amounts as the past and a bond for the Building <br />Inspector at the minims amount. <br />6. The Health and Public Safety Committee to continue to pursue the garbage <br />collection study and obtain information from Columbia Heights and White Bear. <br />7. Planning Committee: <br />Motion by Sullivan, seconded by Irvine to concur with the recommendation of the <br />Planning Committee concerning C.. -;se 58-6 and approve Plan "B" as a preliminary plat. <br />Letter to be written to Mr. Bentrup informing him that he may add an additional lot <br />on the most Westerly end of the Block on the North side of the street if he wishes. <br />5 ayes. <br />The Planning Committee hold regular meetings the 4th Tuesday of each <br />month at the Village Hall. <br />Motion by Sullivan, seconded by Achterkirch to approve adoption of forms and <br />procedures as outlined in Planning Report #4. 5 ayes. <br />Motion by Sullivan, seconded by Achterkirch to refer the suggested Planning <br />Commission Ordinance to the attorney for checking. Attorney to give opinion at the <br />January 6t} meeting. 5 ayes. <br />
