PROCEEDINGS OP THE VILLAGE COUNCIL <br />VILLAGE Oa MOUNDS VIEW <br />'IAMBS! COUNTY, MINNESOTA <br />CJO12G <br />November 17, 1959 <br />The -egular, meeting of the Mounds View Village Council was called to order by Mayor <br />times W. Gibson at 8:05 P.M. on November 17, 1959 at the Village Hall, 1450 West Highway 96. <br />The following members were present: <br />Mayor: James W. Gibson <br />Clerk: Earl E. Smith <br />Trustees: Melford C. Christensen <br />Donald Hodges <br />Perry Malvin <br />Deputy Ole*: Betty Walbridge <br />Legal Counsel: Richard Meyers <br />Village Engineer: C. V. Comstock <br />Treasurer: Irene Edbarg <br />The minutes of the November 3rd meeting was read. Smith stated that it was the intention <br />that his motion raise the starting salary of all patrolmen to $75.00 per month not only for <br />Mr. Pierce. Moved by Malvin, seconded bpr Hodges for approval of the minutes as corrected. <br />Motion carried. <br />Smith reported that a resolution was necessary for the 1959 tax levy according to the <br /> 'County Auditor. Motion by Gibn, seconded by Hodges that a resolution be prepared and forwarded <br /> Ito the County Auditor requesting a levy of $44,000.00 for the general fund under which $1,000 <br />allocated for Civil Defense expense as requested by the County Auditor, and that the amount owed <br />by the village for PERA expense not be included in this tax levy but paid by the village from its <br />general fund. Motion carried. <br />Letter was presented by Smith from County Engineer for snow plowing request. Mayor Gibson <br />stated this had been taken care of, <br />Motion by Smith, seconded by Malvin that we publish the official proceedings of the Mounds <br />View Village council. Motion carried. <br />Mr. Crane, chairman of the Planning Commission, reported on the planning meeting which was <br />held November 10, 1959. Deputy Clerk to write a letter to Lorraine Stromquist, Arden Hills clerk, <br />to reserve every Tuesday night for the village of Mounds View. <br />Mrs. Peterson, 2277 Knoll Drive, complained to the council in regards to being undully <br />critized by neighbors that she had reported the dog belonging to Mr. and Mrs. Richard Smith, <br />165 Knoll Drive, to the dogcatcher causing the dog to be locked up. Clerk Smith stated that <br />investigated the case and obtained the name of the complaining neighbor from the dogcatcher. <br />Lth instructed to write a letter to Mr. and Mrs. Richard Smith and Mrs. Ames in Mrs. Peterson's <br />.neighborhood giving the facts but not to reveal the true complaintant's name unless demanded by the <br />injured party. <br />Mr„ George Guntafem re uestcd the division of the north 4- of Sub Division 89. Referred to <br />Planning Committee. <br />Attorney Meyers reported on the tax anticipation certificates regarding snow plowing and <br />other maintenance in the village. Mr. Meyers reported that certificates could not be issued due <br />to the fact that the village has not been incorporated for three years. <br />
