Smith stated that all were certified in their <br />own precinct. Upon call of roll on the motion all voted are motion carried. <br />Mayor Crane announced that the council had discussed and considered <br />that it would be best to change the form of Mounds View Government to Plan A. <br />Motion by Crane, seconded by Smith to include a proposition on the ballot to <br />change from the Standafid Plan of Government to Optional Plan A. Mayor Crane <br />then stated that Plan A. calls for four elected Trustees, an appointed Clerk, <br />Treasurer and Assessor. It was pointed out however that in Ramsey County an <br />
