Minutes of the Meeting of October 24, 1960 (Page 4) C U1 ti Mayor 0rane brought up the subject of water meters, The village Attorney then presented a contract with Neptune Meter Company which had changed some o_ the original terms as directed by the Council. Smith then asked whether the Neptune Company representative with the office located in the Twin Cities woul have parts on ham for replacement. The company reppesentative stated that upon presentation of defective or worn parts a new part would be available. Motion then made by Crane seconded by Malvin to accept the contract with the Neptune Meter Company. 5 ayes, motion carried. Christensen then asked if this particular contract would exclude any o:hz meters from being purchased for use in Mounds View Village. Mayor Crane and village Attorney concurred that it would not, although the Neptune Meter Repro sentative said they were entering into this contract with the highest disco_r= price and in good faith that the Village of Mounds View would be ordering a large quantity of meters. The representative explained the the Neptune Company also have a magnetic meter and for about $3.00 more it could be in— serted into the present meter. He stated that he did not recommend magnetic meters at this time because they have not been proven. Christensen pointed out that 1/8 of a gallon of water a minute which is not metered by the Neptune meter would ahwunt to approximately 60,000 gallon a year or $12.90 a year which is not being charged to each individual user. The Neptune CompanLy representative stated that the problem with magnetic mc,__. is that it has not been determined just what effect the iron and other miners_:- in water will have on these meters. WiNIKKUMMUCCMUMMDUMEIM Motion was then made by Crane, seconded by Hodges that until such time the village has a water superintend ent the village Plumbing Inspector will authorize and 0. K. orders for meters. Mr. Skiba said it would not be fear ible to install meters until the lines have been flushed. Christensen then_ stated that the contract states the mincil represents the village and there 2s veels the council should order these meters. Upon call of roll Hodges, Malvin, Christensen and Smith, no; Crane, yes; motion lost. The subject concerning the plumbing permit for the Bablhski Brothers was brought to the attention of the Council by the Village Attorney. He stated that he had been contacted and that Babinski withdrew the applicatic because he said he did not know that four water closets, four tubs and foux finks were requested. Motton by Christensen, seconded by Crane that the plumbing permit in which the Babinski Brothers are applying to install the 4 water closets, 4 tybs and 4 sinks in the building at 5085 Sunnyside Road be denied and that the Plumbing Inspector be instructed to authorize a plur permit which would call for 2 water closiits, 2 tubs and 2 sinks in accordnr. with the duples classification which is the zoning in that area. Trustee Malvin then asked ohether or not the council could stop angc:; placing a certain number of bathrooms in his home, and he was informed placing such into apartments is of a different matte: than placing them in home. Trustee Hodges then asked if there is anythinz the council can nines in writing to guarantee that these buildings (Babinski duplexes) will be used for apartments. Clerk Smith asked if the owner of the property request the permit instead of the companies representing them.
