UJU131 <br />The mayor read a letter of resignatl Sgt. Rustad. As the <br />resignation will not be effective until Dec. 31, 1963, no action <br />was taken at this time. <br />A letter from the school board requesting certain skating and <br />hockey rinks for use in the school district recreation program was <br />referred to the recreation committee. <br />Mr. Malvin reported that the new contract proposal from N.S.S.S.D, <br />was in the attorneys possession, and Mr. Meyers stated tha no study <br />had been done as yet, but a report will be made at the next regular <br />meeting. <br />The request of the City of Fridley to withdraw from the N.S.S.S.D. <br />was discussed. <br />Motion by Blanchard that the Mounds View council direct their dele.- <br />gate to the N.S.S.S.D. to tell the sewer board that we feel the City <br />of Fridley should not, at this time, detach from the N.S.S.S.D. <br />Seconded by Sullivan. 4 Ayes. <br />Motion by Malvin that the village pay expenses incurred by the in- <br />spectors, to attend the U. of M. extension course on Jan.4, 1964. <br />Seconded by Sullivan. 4 Ayes. <br />In regards to a resident using water without having a meter, the <br />clerk was instructed to write a letter to the offender notifying him,: <br />that he is in violation of the ordinance and stating that he must pay <br />the minimum water charge for one year. The letter will further state <br />that the offender must obtain a meter within 15 days or the matter <br />will be referred to that village attorney for prosecution. <br />A check fur has service at well #2 will be held until an investi- <br />gation into the reason for the bill is completed. <br />The engineer requested the council to consider participating in a <br />modification of well house #2. After much discussion, the council N'.e <br />stated they were not in favor of participating in the cost of said <br />modification. <br />The prints and reports for the back lot sewer lines were presented <br />by the engineer. <br />The attorney presented resolutions abating certain assessments. <br />Motion by Blanchard to adopt resolution #138. Seconded by Sullivan. <br />4 Ayes. <br />Motion by Sullivan to adopt resolution #139. Seconded by Sullivan <br />V 4 Ayes, <br />Motion by Malvin to set public hearing for 9:30 P.M. on Dec.9, 1963 <br />to change the Lakeside Park ordinance. <br />Motion by Sullivan to adopt resolution #140, allowing Columbia <br />Heights and Circle Pines to detach from the Hospital District. Se- <br />conded by Blanchard. 4 Ayes. <br />Motion by Blanchard to transfer $2,000 from water utility fund to <br />construction fund. Seconded by Sullivan. 4 Ayes. <br />Motion by Blanchard to approve licenses. Seconded by Sullivan. <br />4 Ayes. <br />
