-3- <br />Mayor Rustad questioned the deferred assessment idea. Attorney <br />Meyers stated that Chattel taxes are needed to pick up assessments <br />now. With personnel changes, its difficult to get it picked up later <br />(about 20% of the Sewer total is along the property in question). <br />In response to further questioning, Mr. Nerhersky said he opposed any <br />assessments, but felt his clients might be willing to grant easements <br />for the gravity system. <br />The possibility of the difference in costs between the lift station <br />and the gravity system (about $3,000 be charged against the other <br />properties was suggested.) <br />Mr. Bell spoke again in favor of the gravity system, and deferred <br />assessments. He stated that the Village could not force payment of <br />deferred assessments until a benefit of sufficient amount could be <br />proved, so it would not be unfair to the Skiba property. <br />Mr. Nerhersky suggested that we should all remember that improvements <br />are requested and that his client did not request these improvements; <br />Mr. Eigenheer did. <br />Mr. Eigenheer said that he did not think Mr. Herbst was opposed to the <br />plan. <br />Mr. Nerhersky said he thought Mr. Herbst was opposed, but at any rate <br />Mrs. Skiba was still fee owner of this property too. <br />Mr. Kroonblawd was questioned by Mr. Thomasen as to reason for petition <br />and would property values be raised enough to justify. <br />Mr. Arthur Thomase, 2244 Highway #10, wants to register as an objector. <br />Mr. O'Connell, 2260 Highway #10, spoke for the improvements, stating <br />that cesspools will need to be replaced soon. <br />Mr. Kroonblawd, 2280 Highway #LO, felt that the Highway #10 properties <br />could fit into the Eigenheer improvement project. He felt it was t:_ <br />most opportune time for their improvements to be put in. <br />Engineer Boehm commented on how Highway #10 properties affect the <br />over -all plans. <br />Mr. Christiansen stated that he will not object. He prefers to remain <br />neutral. <br />The Mayor called for objections three times. <br />Attorney Meyers out lined the choices available to the Council. <br />Mayor Rustad closed the hearing at 9:25 P. M. <br />Trustee Johnson stated that everyone seems to get by cheapest without <br />the gravity system. <br />
