Attorney's Report <br />2 <br />Attorney Meyers reported on the NSSSD Fridley case. <br />Action was deferred on proposed ordinances establishing a utilities operating <br />fund and rezoning a number of properties where building permits had been taken <br />out as per the rezoning requirements. <br />M /S /P (Lang /Johnson) To approve Resolution #388 approving the sale of tax <br />delinquent land in the Village of Mounds View. <br />The meeting suspended at 8:30 P.M. to open the rezoning hearing of Lot 110 <br />Spring Lake Park Knolls Addition. Attorney Meyers read the notice. Four persons <br />were represented. Attorney Peter Barna represented former owner Bernard Iblings <br />and also spoke on behalf of the new owner Gary Reinecke. Reinecke was buying <br />the home at 7373 Knollwood Drive with the understanding that it was a two family <br />dwelling and that the additional income would be beneficial to him. Chris <br />Piehowski questioned the difference on the sewer assessment. Attorney Meyers <br />commented that they would perhaps be charged the quarterly user charge for two <br />Rec's instead of one. Acting Mayor Melvin called for objections three times <br />None! <br />Councilman Lang questioned if the building has been occupied for nine years as <br />a two family dwelling. Yes. There is also ample parking for four cars. <br />The Council took no action because approval requires four votes. Action will <br />be taken at the Agenda meeting. The hearing was closed at 8:35 P.M. <br />Engineer's Report <br />Engineer Boehm advised the Council that construction is nearly complete of the <br />N.S.S.S.D. interceptor line crossing Highway #10 and that the contractor will <br />soon be ready to remove the bypass and return the property to its former <br />condition unless the Council derides to retain the blacktop road. The three <br />Council members present indicated they were inclined to feel that the bypass <br />should be removed. Councilman Lang reported that it was the park and play- <br />ground committee's opinion that unless highway funds could be obtained to <br />maintain the park as a roadside area, the property should be restored to <br />its original status. It appeared that such funds would not be forthcoming. <br />The matter was deferred to next Monday's Agenda meeting for a decision. <br />Tennis courts would be discussed at the next meeting. <br />Councilman Lang stated that a resident on Red Oak Drive questioned when <br />N.S.S.S.D. would have their project completed.
