PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />September 23, 1968 <br />The Regular Meeting of the Mounds View Village Council was called to order <br />by Mayor Rustad at 8:04 P.M. on Monday, September 23, 1968, at the Village Hall, <br />2401 Highway 410, St. Paul, Minnesota 55112. <br />Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Johnson <br />Councilman Lang <br />Also Present: <br />Deputy Clerk Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Johnson /Lang) To approve the minutes of September 9th. 4 Ayes. <br />Residents Requests and Comments: <br />Mr. Ernest Johnson would like to know the amount of the cash settlement with <br />NSSSD for the Highway #10 bypass. Councilman Malvin explained that it was <br />$2,000 cash plus black dirt and seeding. Mr. Johnson feels this was an unfair <br />settlement. Malvin then explained the lack of enthusiasm for support at the <br />NSSSD meeting. Mr. Johnson also would like to know if a survey has been made <br />as to what is the optimum density of apartment buildings. Mayor Rustad <br />explained surveys have been taken outside Mounds View but results have varied. <br />Mayor Rustad's Report: <br />Mayor Rustad stated curbing should be installed on County Road H from Sunnyside <br />Road to Silver Lake Road. A definite drainage problem exists in that area. The <br />Engineer stated he has talked to Lloyd Snyker and Mr. Snyker will contact the <br />County maintenance people. <br />Mayor reported surfacing of Edgewood to Bona Road walkway never included in <br />1968 -1 contract as was previously believed. Village maintenance personnel <br />will surface walkway as proposed. <br />MSP (Rustad /Johnson) Approving the following Human Rights Commission members <br />effective January 1, 1969. Mrs. Wes Ehlers, 6929 Pleasantview Drive, one year <br />term. Mrs. Rosemary Goff, 5071 Red Oak Drive, two year term. Mr. David Greene, <br />2069 Sherwood Road, two year term. Mrs. Conrad Wilson, 7877 Sunnyside Road, <br />three year term. Mr. Merrill Gandel, 5467 Quincy Street, three year term. <br />Mr. Gary Lang, 2242 Lambert Avenue, council representative on the Human Rights <br />Commission. <br />The Clerk's office was requested to send a letter of appointment to the afore <br />mentioned individuals. <br />Deputy Clerk Zylla's Report: <br />MSP (Rustad /Malvin) Approving General check numbers 2686 2737, Payroll check <br />numbers 460 485, and Bond check number 1090. <br />MSP (Rustad /Lang) Approving General Contractor license for Solmica Midwest, Inc. <br />MSP (Rustad /Johnson) To authorize Ramsey County to plow snow and sand all village <br />streets for 196F 6c <br />4 Ayes; <br />4 Ayes <br />4 Ayes <br />4 Ayes <br />
