PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />May 26, 1969 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Acting Mayor Malvin at 8:00 P.M. on Monday, May 26, 1969, at the Village Hall, <br />2401 Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />Acting Mayor Malvin <br />Councilman Johnson <br />Councilman Hodges <br />Councilman Blanchard <br />Absent: <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Comstock <br />Mayor Rustad <br />MSP (Johnson /Blanchard) To approve the minutes of May 12, 1969. 4 Ayes <br />Residents Requests and Comments: <br />Six persons from the Highway #10, Fairchild area appeared requesting further <br />action be taken to restrain W. Gillespie, 2045 Highway #10, from continuing <br />to sell cars in violation of our zoning ordinance. A court date has been set <br />in New Brighton municipal court for June 27. Attorney Meyers spoke in behalf <br />of the Council explaining the difficulties and costs involved in pursuing a <br />restraining order. Mr. Peterson, attorney for Gillespie, expressed his desire <br />not to see the Council put to any great expense. He stated that most of the <br />used cars were stock accumulated for spring. Mr. Gillespie supposedly was <br />caught in the build -up while simultaneously having his request for rezoning <br />denied. The validity of this statement was questioned by Mr. Jim Gable <br />and Mr. Robert Larson. Mr. Larson stated Mr. Gillespie promised to stop <br />selling cars long ago. Mr. Gable stated his inventory is more than just <br />his own. It was noted K. Krager, 1945 Highway #10, was also operating in <br />violation of Ordinance #67. <br />MSP (Johnson /Blanchard) To issue a restraining order on both W. Gillespie <br />at 2045 Highway #10 and Kenneth Krager at 1945 Highway #10 if their businesses <br />are not stopped and if they continue to be in violation of Village ordinances <br />by June 15. <br />Attorney is directed to proceed June 16th with the necessary measures and the <br />police are to notify Mr. Krager of the Council decision. <br />George Gustafson, planning commission member, stated that there is a definite <br />need to study restrictive zoning for portions of Highway #10 with the high <br />value per square foot of Highway #10 frontage. <br />Clerk- Administrator Zylla's Report <br />MSP (Johnson /Hodges) To approve the following licenses: Asphalt C S <br />Black:opping, H 0 Blacktop Company; General Contractor Barry Biugstad <br />Cement Cont., E. E. Gustafson, Dailey Homes, Inc.; Excavating Dailey Homes, <br />Inc.; Dance Set Up Bel -Rae Ballroom; Off Sale Intoxicating Liquor <br />Mermaid Liquor Store, B R Liquor, Donatelle's Supper Club and Simon's Liquor <br />Store, Inc. <br />4 Ayes <br />Ayes <br />MSP (Malvin /Hodges) To approve the general checks 3282 3307 and payroll <br />checks 864 891. Total disbursements $9,036.67. 4 Ayes <br />
