Mayor Rustad called for objections. Mrs <br />stated that the area is presently a nice <br />7780 Groveland Road, objects same reason <br />same reason. Mrs. Benolkin said traffic <br />Reports Continued. <br />2 <br />MSP (Johnson /Hodges) To approve Resolution #453 authorizing the issuance, <br />sale and delivery of $205,000.00 Improvement Bonds of 1969 payable from the <br />Improvement Bond Redemption Fund and providing for and appropriating special <br />assessments for the support and maintenance of said fund. <br />MSP (Hodges /Blanchard) To approve Resolution #454 authorizing the issuance <br />and determining the form and details of $1,115,000.00 G. O. Water Revenue <br />Bonds of 1969, of the Village creating a sinking fund therefore and levying <br />taxes and pledging net revenues for the payment thereof. <br />Clerk- Administrator Zylla's Report <br />Clerk Zylla attested to the publication of the legal notice of bond sale and <br />bid opening on new police car in the New Brighton Bulletin September 25th and <br />September 11th respectively. <br />MSP (Blanchard /Johnson) To approve the following licenses: Sewer and Water <br />Husnik Sewer Service, Randall Berglin, Art Kellerman Plumbing; Rubbish <br />Removal Rubbish Removal, Inc.; General Contractor Dalberg Builders, Inc., <br />Archie L. Anderson, Thrane Construction, Jamison Bros.,Inc., Butchard <br />Strandridge, Inc.; Stucco Contractor Joe Nelson Stucco, Inc., and Wes <br />Smuder Drywall and Stucco. <br />MSP (Rustad /Hodges) To approve general checks #3600 -3650, 3652 -3657, bond <br />check #481 and payroll checks #1089 -1108. 4 Ayes <br />MSP (Johnson /Hodges) To approve checks #3651 and 3658 Estimate #2 Final <br />estimate for Water and Sewer Improvement Project 1969 -3 to Randall Bros. and <br />to enter into a one year warranty agreement. Completed contract price <br />$42,372.00. <br />Mayor Rustad called the rezoning hearing to order at 8:30 P.M. Legal description <br />The South 120' of Lot 57, Auditor's Subdivision #89 and the North 110' of the <br />South 370' of Lot 57, Auditor's Subdivision #89. To rezone from R1 (residential) <br />to R3 (multiple dwelling). Clerk Zylla read the legal notice and attested to <br />its publication in the New Brighton Bulletin October 2nd and 9th. <br />Robert DeGardner, petitioner, requested the zoning change to allow him to build <br />two four plexes. Stated lots are now low and water problems result. <br />Mayor Rustad closed the hearing at 8:38 P.M. Mayor Rustad <br />that to allow the change would be poor zoning since single <br />the proposal. <br />MSP (Johnson /Hodges) To deny the rezoning request as per <br />James Benolkin, 7781 Groveland Road, <br />residential neighborhood. Mr. H. Ford, <br />Mr. Al Weiss, 7770 Groveland Road, <br />problems would also result. <br />said that he felt <br />family surrounds <br />the legal notice. <br />hue MSP (Johnson /Hodges) To approve the following election judges for the <br />November 4th village election. <br />Precinct #1 6:30 A.M. 6:00 P.M.
