Present: <br />Mayor Rustad <br />Councilman Malvin <br />Councilman Hodges <br />Councilman Blanchard <br />Councilman Neisen <br />Residents Requests and Comments <br />A request for a trial period was denied. <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />July 27, 1970 <br />The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, July 27, 1970, at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />MSP (Blanchard /Neisen) To approve the minutes of July 13, 1970. <br />Mr. Bauman, a lay minister, explained that Compassion Inc. was three years old <br />and that .heLe was a church in New Brighton at 620 5th Avenue N.W. <br />Mr. Bauman felt with the Council that he did not want to create problems but <br />rather solve them. <br />4 Ayes <br />Rustad Abstained <br />Jim Bever of Edison Homes appeared on behalf of Richard Koskinen who desired to have <br />a modular home delivered to his lot at 2039 Woodale Drive. <br />MSP (Hodges /Neisen) To issue a building permit to Richard Koskinen for a modular <br />home as a trial basis for consideration to amending the building code to permit <br />future modular home construction. 5 Ayes <br />Bert Bauman of Compassion Inc. appeared to answer questions from the Council on <br />the proposed use of a house purchased by Compassion Inc. at 8045 Fairchild Avenue. <br />Attorney Meyers ascertained that the house was purchased as a residence for <br />hardship situations and for Christian workers, that it was non profit, that there <br />would be a permanent resident as yet undetermined there, that persons there could <br />have emotional problems or be seeking drug release but that there would be no <br />agencies or trained personnel involved. <br />Attorney Meyers stated that he felt there may be a zoning ordinance problem and <br />that he would recommend that Compassion Inc. request a rezoning hearing to R -3 <br />with a special use permit for a rest home or sanitorium. The decision was made <br />because the house was not to be used exclusively for residence purposes and more <br />than four persons not related by blood could be living there at any one time. <br />Russell Pahl requested the use of the hall for the Minnesota Taxpayers Party. <br />Donald Kelley, 8101 Long Lake Road, wanted to know what he could do with a blown <br />tree. He stated he can't burr it and his hauler wouldn't take it. Discussion <br />followed on recreational fires. <br />
