PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />April 19, 1971 <br />A Public Improvement Hearing was called to order by Mayor Rustad at 8 :00 P.M. <br />Monday, April 19, 1971 at the Village Hall, 2401 Highway #10, St. Paul, Minnesota <br />55112 to consider Sanitary Sewer, Water, Street and Storm Sewer Improvement <br />Project 1971 -1. <br />Present: <br />Mayor Rustad <br />Councilman Blanchard <br />Councilman Hodges <br />Councilman Neisen <br />Councilman Johnson <br />Clerk Zylla read the legal notice and attested to its publication in the New <br />Brighton Bulletin on April 1st and 8th. He stated that the hearing involved <br />sending out 194 notices for the proposed storm sewer, 28 notices for proposed <br />Sunnyside, 44 notices for proposed Knollwood, and 6 notices for Random Addition, <br />Red Oak Estates and Daileys Hillview Addition. <br />Attorney Meyers explained the law relating to public improvement hearings. <br />Engineer Boehm made the formal presentation on behalf of the Village explaining <br />the present system and the proposed projects. The majority of the public in <br />attendance (estimated at 175 persons) was most concerned with the storm sewer <br />proposal. Questions were directed to Mr. Boehm on the engineering aspects of <br />the system. <br />Mr. Boehm estimated the total costs for the project as follows: <br />Storm Sewer 208,600 <br />Proposed Knollwood and Sunnyside 333,000 <br />Daileys Hillview Addition 139,400 <br />Random Addition 58,400 <br />Red Oak Estates 284,200 <br />$1,023,600 <br />The lateral costs were estimated at <br />$9.00 for Sanitary Sewer Sewer Service <br />$6.10 for Lateral Water Water Service <br />$12.40 for Street <br />Also Present: <br />Clerk- Administrator Zylla <br />Attorney Meyers <br />Engineer Boehm <br />Fiscal Agent Seegar Swanson <br />$230.00 <br />$210.00 <br />Seeger Swanson of Ehlers and Associates presented the proposed financing plans for <br />the project. He estimated the cost of the storm sewer at 3C a square foot or 1.8C <br />a square foot if a 60% assessment plan were adopted by the Council. He explained <br />the benefit principle in assessing and stated assessment objections would be <br />considered at a separate hearing. <br />Mayor Rustad called for those for or against the proposed improvement. <br />Mr. Bill Williams, 8414 Groveland Road, asked to have the reason for the storm <br />improvement explained. <br />Storm sewer was necessitated by the proposed extension of Knollwood and Sunnyside, <br />which were petitioned for. <br />
