The Regular Meeting of the Mounds View Village Council was called to order by <br />Mayor Rustad at 8:00 P.M. on Monday, May 24, 1971 at the Village Hall, 2401 <br />Highway #10, St. Paul, Minnesota 55112. <br />Present: <br />PROCEEDINGS OF THE VILLAGE COUNCIL <br />VILLAGE OF MOUNDS VIEW <br />RAMSEY COUNTY, MINNESOTA <br />May 24, 1971 <br />Mayor Rustad <br />Councilman Blanchard <br />Councilman Hodges <br />Councilman Neisen <br />Councilman Johnson <br />Councilman Johnson appeared at 8:08 F.M. <br />Also Present: <br />Clerk- Administrator Zylla <br />Engineer Boehm <br />Absent: <br />Attorney Meyers <br />MSP (Blanchard /Hodges) To approve the minutes of May 10, 1971. 4 Ayes <br />MSP (Rustad /Neisen) To approve the minutes of May 17, 1971. 4 Ayes <br />Residents Requests and Comments from the floor: <br />Jim Lund, builder, inquired whether any more action would be taken to amend <br />Ordinance #185 relating to room size minimum. The Council said they were <br />comtemplating no change since most builders seemed satisfied with the requirement <br />and since no opposition was present the night of its passage. <br />Mr. Teslow, 7932 Fairchild, requested relief from periodic flooding at his home. <br />The Engineer reported that the flow was west and that their survey crews would <br />investigate since the State Highway Department is claiming no responsibility. <br />Mr. Paron, 2288 Highway #10, wanted the Council to check on a dying oak tree on <br />his property. Mr. Paron claimed that its death resulted from the sanitary sewer <br />excavation performed on the easement. <br />Mr. Paron also requested the police check to see if a party on Highway #10 was <br />conducting an auto repair shop in a residential district. <br />Mayor Rustad's Report <br />MSP (Rustad /Blanchard) To accept the resignation of Charles Jackson as Civil <br />Defense Director effective June 1st, 1971. 5 Ayes <br />A letter of appreciation will be sent. <br />MSP (Rustad /Neisen) To appoint Jerry Fields as Civil Defense Director effective <br />June 1st. <br />5 Ayes <br />Mayor Rustad read a letter from Arden Hills requesting passage of a resolution in <br />opposition to the Metro Council. <br />The Police Commission was in attendance. They read a letter of resignation from <br />George Katseres. <br />MSP (Hodges /Johnson) To accept the resignation of George Katseres effective <br />June 4th, 1971. 5 Ayes <br />
