Councilman Neisen's Report <br />Councilman Johnson's Report <br />2 <br />Councilman Neisen reported that the problems with the water system (odor and <br />color) seem to have been remedied. <br />Councilman Johnson read the Planning Commission minutes of July 20th. <br />Clerk- Administrator Zylla informed the Council that it appeared the Planning <br />Commission mistakenly informed Mr. W. Johnson, 2287 County Road H2, that no <br />variance was needed for his request for a garage. The Council referred the <br />application back to the Planning Commission. <br />Attorney Schumacher's Report <br />Attorney Schumacher reported that the County Board had considered the agreement <br />releasing the Chies Construction Company money at their meeting today. Mayor <br />Rusted said that the agreement was in fact approved. Councilman Johnson <br />wanted the County tied to an exact date of refund. Mr. Schumacher is to contact <br />Mr. Quayle of the Ramsey County Attorney's Office. <br />MSP (Rustad /Hodges) To adopt Resolution #530 approving the 5th Rider to the <br />agreement between the St. Paul Water Commissioners and the Village of Mounds View <br />for an improvement crossing on County Road I for Daileys Hillview Addition. 4 Ayes <br />Engineer Boehm's Report <br />MSP (Rustad /Johnson) To accept the bids for Street Improvement Project 1971 -3 <br />(sealcoating) and to award the bid to the lowest responsible bidder, Allied <br />Blacktop for $26,775.00. <br />Planholder Bid Deposit Lump Sum Bid <br />Allied Blacktop <br />3601 48th Avenue N. Bond 10% $26,775.00 <br />Minneapolis, Minn. 55427 <br />Hardrives, Inc. <br />Minneapolis, Bond 10% $28,350.00 <br />Minn. 55433 <br />Bury Carlson <br />6008 Wayzata Blvd. Bond 5% $29,362.50 <br />Minneapolis, Minn. 55416 <br />Engineer Boehm stated the estimated cost per square yard was less than $.14. <br />Mayor Rustad expressed his sympathy over the injury caused to an 11 year old <br />Mounds View boy who was struck by an auto crossing TH 10 on a bicycle.
